initial situation

In November 2021, a day break about 4 m deep fell on one of the day shafts of the St. Anna treasure trove. The daybreak has a diameter of just under one meter on the surface, but bounded down to a depth of 4 m to about 4 m in length and 2 m in width. The break of the day is on a footpath which is intensively used by residents of the overhead buildings (Talsperrenstraße, Obere Gasse, etc.), including a school path to Carlsfeld's main street. It is most likely the day manhole no. 3 of the St. Anna treasure trove. The day manhole has sunk down to the blessing of God's Erbstolln (depth approx. 32 m).

As a result of the daily manhole being burned down to the tunnel sole, the orderly removal of water from the Blessed God genetic tunnel is disrupted. The formation of stagnant water is therefore to be expected. The Blessed God Stolln loosens the waters of the St. Anna treasure trove and the Glücksburg treasure trove and is said to have a total length of 311 laughter (approx. 620 m). The client expects standing water up to 2 bar, as the St. Anna art shaft located after the fracture is supposed to have a depth of 20 m. The artificial shaft is located in the Wilzsch floodplain, so that the waters can cross into the floodplain via the shaft eye. The volume of standing water is unknown, and it is assumed to be a few thousand cubic meters.

The mine building of the Blessed God St.Anna and Glücksburg mine is located entirely within the development of Carlsfeld, with some day openings located directly in the area of buildings or streets.

The task and aim of the renovation:

The work serves to eliminate the threat to public safety posed by the old mining facilities of the Blessed God St.Erbstoln with the St.Anna and Glückburg treasure pits in the area of the Carlsfeld development, the restoration of proper water removal and the removal of the static water hazards in the area of blessing- God's stollns.

It is not possible to drive through the tunnel. The conditions in the area of the adit, the light holes and the treasure pits are only approximately known, with the exception of the breakage event at St. Anna's daily duct III. The processing area includes various mouth holes, light holes, day shafts, if necessary, day breaks and a decommissioned mining facility (see documents/service description to be retrieved).

When planning the necessary mining work, it must be conceptually assumed that the majority of day openings should be kept close to the surface, if necessary at all. If no safekeeping work is necessary on the shafts, this must be specifically worked out. Fractures in the area of day manholes or day breaks must be cut through on the tunnel sole and secured permanently. In the area of the mouth hole, orderly flow conditions of the tunnel water must be restored (restoration of the tunnel hole down to the inflow). The client is not yet aware of the extent to which the tunnel water is used today.

In the area of the break of the day on the St. Anna day shaft, a depth down to the Blessed God Stolln and the removal of the fractured masses on the tunnel must be planned. As part of the planning, it is also necessary to consider the extent to which a structure against standing water with a defined water passage makes sense on the Blessed God genetic tunnel uphill of the St. Anna day well III or artificial shaft, in order to be able to store at least the Glücksburg conveyor shaft close to the day if necessary.

In order to be able to carry out the mining work efficiently, one or two additional accesses must be provided on the tunnels. When planning to carry out mining safety work, the requirements arising from static water hazards must be taken into account in particular.

At least the focal points described must be considered in planning. The planning should also be based on the existing progress report from November 23, 2021. For planning purposes, the client expects additional research on the course of tunnels, the location of day openings and, if necessary, in other documents, such as pit reports and colliery books. Due to the predominantly unknown old mining conditions in the area of the Blessed God genetic tunnel and the associated treasure pits, as well as the danger situation that has arisen within the development of Carlsfeld, the client expects a shortened planning procedure as far as possible. For the subsequent execution of the exploration and renovation work, particular emphasis is therefore placed on planning or adaptation projects during construction.

Offer:

The client classifies the tunnel to be processed in the main area as an object according to Appendix 12.2 to the HOAI. As a result, he assumes the expected performance within the scope of §§ 1 et seq. HOAI 2021. He then expects an offer for basic services according to the HOAI and special services.

Basic services according to HOAI:

Basic services according to § 43 HOAI assuming the value of fee zone III with chargeable costs of €3,210,000 (estimate) for the service phases (Lph) 1 to 3 and 5 to 8 HOAI. Due to the expected performance, the client initially assumes that basic services for the Lph 4 HOAI are not necessary. The basic services for Lph 3, 7 and 8 are only partially to be provided (in detail, see draft engineering contract). The contractor must visibly mark possible surcharges for the service phases due to planning requirements with the offer and list them for the respective service item.

When accepting the generally holistic provision of basic services of an Lph within the scope of his right to determine performance in accordance with Section 8 (2) HOAI, the client makes use of not transferring all the services of Lph 3, 7 and 8 HOAI to the future contractor. In addition to Lph 3 and 7, the client provides individual basic services himself. At Lph 8, the transfer of special services excludes the complete provision of basic services. In order to fulfill Lph 1 and 2, the client expects in particular the compilation of the basics, owner determinations, (owner) approvals, necessary coordination with the municipality/city, clarification of access, etc. as well as necessary coordination with the client.

Bidders can change the fee rates provided for in the Draft Engineering Contract plant with their offer. For this purpose, the client also accepts the waiver of partial services, e.g. to summarize, explain and document the results of Lph 1 to 3 HOAI, if the bidder makes it plausible with his conceptual approach that the “shortened property planning” in this way does not restrict the professional provision of the services. Due to the existing threat to public safety, the client has the interest of technically justified shortened planning.

According to the regulations of HOAI 2021 (see BGBl. 2020, p. 2392), there is no obligation to the minimum and maximum rates for the assumed fee zone according to § 44 HOAI. However, the client expects the calculation of reasonable prices in a comprehensible/sufficiently structured manner, at which he can expect the services to be provided professionally.

Special services:

1. Local construction supervision with at least 2 weekly construction advice (see service description for details)

The client expects a construction period of around 24 months.

2. Planning during construction, including elaboration/development of solutions outside of the present execution planning and preparation of computational, graphic and construction documentation

4. Safekeeping documentation

5. Engineering-geological assessments

If the applicant identifies other important topics when preparing the offer (e.g. necessary research work), which he considers to be absolutely necessary to achieve the goal or to specify the further task, these must be described, evaluated and calculated separately. If bidders plausibly work out such services for the client and he considers them for the contract, he does not take into account the calculation approach for these services in the evaluation criterion price. However, to safeguard his interests, the client reserves the right to renegotiate the calculation of these positions in particular.

The client reserves the right to assign services in stages (stage contract). The 1st stage should include all services up to and including participation in the award. The 2nd stage would include all other services (accompanying construction) as an option. The services of the 2nd stage are reserved to the contractor. However, he cannot demand this from the client. Nevertheless, the client expects the provision of the services for the 2nd stage on request.

With the offer, bidders must specify the hourly rates of the personnel involved, broken down into the qualification groups. In order to evaluate the offer, they must describe the personnel intended to be deployed anonymously according to qualifications and personal information. For this purpose, bidders must specify possible subcontractors in terms of performance. The client expects a structured offer according to the task, with billable individual items and a short processing concept (sequence of processing - with justification if necessary, timing). If awarded by the end of July 2022 at the latest, the client expects the services to be implemented quickly. He plans to complete the planning services (up to performance phase 6) by about nine months after assignment.
