The work to be carried out lies within the municipal boundaries of the municipality of Waalre and are only under its responsibility. The work is carried out throughout the municipality. The work concerns the collection of waste. This work is generic.
A separate agreement could be concluded per waste stream (HRA, PMD, GFT). This may result in an agreement being concluded with various contractors. However, the municipality wants to contract one contractor so that it gets one point of contact for the collection of household waste, as is the case now. The municipal waste policy can therefore be implemented effectively and easily. In addition, the municipality expects an efficiency advantage to be achieved when one collector collects the three waste streams. With that, the assignment was merged.
If the assignment is split by, for example, the conclusion of several contracts or the use of a plot layout, more coordination is necessary. This entails extra activities and therefore more (internal) costs. If coordination is not optimal, this can lead to a delay and therefore additional inconvenience for stakeholders. In doing so, the municipality will be responsible for the planning and coordination of the implementation. Because all this is not in the interests of the municipality, the municipality wants to have the work carried out by one contractor.
The tenderers can carry out the work without or with a small number of subcontractors: they usually have all disciplines in-house. Splitting into plots that can be awarded independently does not lead to better accessibility for SMEs, but rather to the sub-optimization mentioned in the previous paragraph. The assignment is open to SMEs as a whole. Therefore, no plot layout is applied.
