The object of the order is the delivery and installation of photovoltaic installations on public utilities in the territory of the municipality of Kazimierz Biskupi, which is carried out in the framework of the project RPWP.03.01.01-30-0092/17-00 BC “Application of photovoltaic installations on the facilities of the municipalities of the Konin County: Wilczyn, Old Town, Kleczew, Sompolno and Kazimierz Biskupi” co-financed by the European Regional Development Fund under priority axis 3 “Energy”, action 3.1 “Generation and distribution of energy from renewable sources”, subaction 3.1.1 “Energy generation from energy sources Renewables of the Greater Poland Regional Operational Programme 2014-2020.
The project and implementation shall include the scope of work covering 8 installations with power and parameters specified in the Functional-Utility Programme of Annex 1 to this SWZ.
1. The scope of work covering 8 installations with power and parameters specified in the Functional-Utility Programme of Annex 1 to this SWZ should be included in the framework of the project and implementation.
2) The current performance conditions of the order object for individual objects specifies the functional-utility program.
3) In addition to the obligations mentioned earlier, the Contractor is additionally obliged to submit, on behalf of each user of the facility, an application to Energa Operator S.A. to specify the conditions for connection of the installation to the electricity grid together with the necessary annexes and the application for signing agreement for connection to the power grid with the necessary attachments and monitoring the execution of the order until the user of the facility is signed with Energa Operator S.A. and the user receives the “Connection Statement”. The Contractor shall carry out the object of the contract in accordance with the principles of technical knowledge and construction art, taking into account the guidelines for technical requirements for the installation of RES Energa Operator S.A. in connection with the connection to the power grid of low voltage generation sources. The installation should be built in accordance with the applicable rules and technical knowledge and comply with the technical and operational requirements of the applicable law and guidelines of the manufacturers of panels and inverters. The Contractor shall be obliged to:
— for the execution of the necessary design documentation of the implementation by the authorised person, after prior acceptance of the initial design assumptions by the Contracting Authority,
— before the start of work, within the time limit fixed with the Ordering Party, take and provide the Ordering Party with pictures of individual objects or parts thereof, where the work will be carried out, parking, storage of materials, etc. within and around the property,
— to provide the Ordering Party with instructions for the operation of individual devices in Polish in 2 copies,
— to train each user on the operation of mounted devices and to provide a statement of such training signed by the user,
— to carry out the installation start-up,
— to carry out periodic reviews and maintenance of installations of renewable energy sources and their respective components in accordance with the recommendations of manufacturers,
— to address any defects (including adjustment and other activities necessary for the proper operation of renewable energy installations) detected in the framework of periodic or warranty reviews carried out.
4) The Contracting Authority reserves the right to change the size/power of the PV installations specified in the Function-Utility Program due to the following reasons:
— incorrect selection of the size/power of photovoltaic installations in the original design assumptions adopted by the Ordering Party,
— objective change affecting the correct method of selecting the size/power of the installation,
— the Ordering Party's accepted change in the size/power of the RES installation designated/suggested by the user of the facility on which the RES installation will be mounted.
5) For each building, the Contractor is obliged to perform a technical project and simulation of the work of the solar installation performed using a simulation program for calculating the work of solar installations. Based on the information obtained from the users of the facilities and prepared technical assessments of the possibility of installation of the RES installation, the Contractor is obliged to calculate the ecological effect that will be obtained after the implementation of the project — in 1 copy paper version + in 1 copy electronic version .
