Tysvær Municipality (TK) intends to procure parallel framework agreements within area planning and technical planning (road, water, sewage, and other technical infrastructure) with two - 2 - tenderers.

NOTE: The municipality has set a requirement that tenderers can offer both disciplines - area planning and technical planning - as we see it as an advantage that we believe will give synergy effects in projects.

The framework agreement period is 2 years, with option for further 1+1 year extension The contract duration in the contest documents includes two option years.

The estimated annual value of the contract is approximately NOK 8,000, 000 (split between all contracts). This gives a total estimate for the framework agreement's duration (including the options) of NOK 32,000,000. The estimated value is an estimate of the scope, and is only of an informative character and is in no way binding for the contracting authority. The amount of assignments depend on the activity in the municipality, and the budget that is decided by the municipal council in December each year.

Tysvær Municipality is a municipality with a growth trend, and there is a constant ned for external assistance for area planning assignments and technical planning, as the municipality does not have sufficient capacity and competence itself.

The municipality will use this contest to enter into framework agreements for engineering design management and engineering design engineers within area planning and technical planning with 2 tenderers.

The framework agreement is intended to cover most of the contracting authority's need for the services in question. The municipality reserves the right, but not an obligation, to hold separate contests for assignments worth exceeding NOK 600,000. Some assignments can also be carried out by the contracting authority itself.

As part of the assignment, the tenderer must familiarise himself with the municipality's general plans and strategies, primarily municipal plans, development strategies, and the development programme.

The tenderer must be able to help the contracting authority in its work with input on the annual budget, so that we get the best possible figures for the planned assignments.

The tenderer and contracting authority will formulate a work plan for the coming year when the b budget has been approved. The work plan will include all major assignments, whilst minor work will be agreed as required.

Contracts that have been signed before the framework agreement expires will be completed in accordance with the contract and the conditions agreed for the concrete assignment. The prices will be fixed in the first year, thereafter the prices can be regulated annually with SSB's consumer price index.
