The Joint Community of Zeven subsequently tenders the award of the planning of the technical equipment in accordance with §§ 53 ff. HOAI of plant groups 1, 2, 3, 4, 5 and 8 for the aforementioned project within the framework of a Europe-wide procurement procedure on the basis of the Public Procurement Ordinance (VgV).

The Joint Community of Zeven is planning the conversion of a former primary school in a listed ensemble into a cultural and educational centre Zeven (KuBiZ) on the property Klostergang 4 in the immediate vicinity of the city centre of Zeven. The stock, which was previously used as a primary school, consists of a historic brick building and a wing built in the mid-1950s. The buildings are located in a historically valuable environment and are to be considered accordingly from the point of view of monument conservation. The heating system is operated via a combined heat and power plant in the basement of the building, which is to be retained. Directly adjacent to the square area in front of the school is the St. Viti Church and the adjoining former monastery, which today houses a museum. The listed former prison, now used as a kindergarten, closes off the forecourt of the former school to the north. The planning of an energy-optimized building concept is expected, taking into account the circumstances described above.

The newly created KuBiZ will house a library and rooms for the adult education centre and also provide an area for culture, museum and archive. The existing buildings are to be energetically renovated taking into account the grandfathering (ensemble protection).

For the commissioning of the object planning, an implementation competition was carried out in accordance with RPW 2013 and the commissioning was carried out from this procedure. The essential plans, views, floor plans, sections, etc. originating from the commissioned design are attached to the tender documents.
