Description:
Operation of the Recycling and Environmental Stations in the Vesar Area, with Disposal of the Collected Waste

Vesar would like to enter into new contracts for the operation of the recycling and environmental stations in its owner municipalities. Three sub-contracts will be signed:

Sub-contract 1: Recycling stations in the northern area:

— Lersbryggen,

— Nordre Foss,

— Skoppum.

Sub-contract 2: Recycling stations in the central area and the environmental stations:

— Rygg,

— Lofterød,

— the environmental stations.

Sub-contract 3: Recycling stations in the southern area:

— Grinda,

— Sogn.

Sub-contracts 1 and 3 involve running the recycling stations. Vesar does not currently run Sogn recycling station under sub-contract 3, but will take over operation of the facility during the contract period. Sub-contract 2 also includes the collection of waste from Vesar's 24 environmental stations. In addition, the tenderer must ensure good environmental solutions for the disposal of all the types of waste included in the contracts.

The contract period will be 4 years, with an option for an extension for 2 years. The tender documentation is in the main contest, but tenders are to be submitted for the wanted sub-contract. Tenders may be submitted for one or several sub-contracts.


Sub-contract 1: Recycling Stations in the Northern Area

The procurement is for the operation of the listed recycling stations in Lersbryggen, Nordre Foss, and Skoppum, and for the disposal of the received waste.

The recycling stations only receive household waste, there is no offer for the receipt of commercial waste. The exception is Skoppum recycling station, where a trial project has run over several years for the receipt of commercial waste from small entities.

The total amount of waste received at the three stations in 2019 was approx. 17 707 tonnes. See the tender documentation for a detailed overview of the amounts per fraction and the results of the recycling and material recycling.

The tenderer must ensure downstream solutions for all the waste handled in the contract. Vesar has a goal of 70 % material recycling and a general principle that all types of waste are to to for recycling and material recycling instead of energy exploitation.

A site inspection will be held for this contract on 16 June.


Sub-contract 2: Recycling Stations in the Central Area and the Environmental Stations

The procurement is for the operation of the listed recycling stations in Rygg and Lofterød, the collection of hazardous waste and EE waste from the 24 environmental stations in the Vesar area, and for the disposal of the received waste.

The recycling stations only receive household waste, there is no offer for the receipt of commercial waste.

The total amount of waste received at the two stations in 2019 was approx. 23 200 tonnes. See the tender documentation for a detailed overview of the amounts per fraction at the recycling stations and the environmental stations. The results of the recycling and material recycling are also available her.

The tenderer must ensure downstream solutions for all the waste handled in the contract. Vesar has a goal of 70 % material recycling and a general principle that all types of waste are to to for recycling and material recycling instead of energy exploitation.

Sub-contract 3: Recycling Stations in the Southern Area

The procurement is for the operation of the listed recycling station at Grinda and for the disposal of the received waste.

Vesar will take over operation of Sogn recycling station. This will occur autumn 2021 at the earliest, but the final date of the hand over has not yet been fixed. Therefore the operation of and downstream solutions for Sogn must also be included in the contract.

The recycling stations only receive household waste, there is no offer for the receipt of commercial waste.

The total amount of waste received at Grinda in 2019 was approx. 14 112 tonnes. See the tender documentation for a detailed overview of the amounts per fraction and the results of the recycling and material recycling.

The tenderer must ensure downstream solutions for the waste handled in the contract. Vesar has a goal of 70 % material recycling and a general principle that all types of waste are to to for recycling and material recycling instead of energy exploitation.

There will be a site inspection at Grinda and Sogn recycling stations on 17 June.
