The task is to plan the construction of a photovoltaic carport system in combination with equipping 10% of the parking spaces in accordance with EU Directive 2018/844 with electric charging stations in the parking lot for the new building of the state investigation office.
The basis for this is the overall concept agreed with the AG, as of 11.2019, as well as the preliminary building request or building permit from the city of Koblenz.
The PV system is to be built on 4 row carports in a winged roof arrangement; total electrical output approx. 390 kWp. The winged roof system is implemented using a type-tested steel support system and is part of the planning order. Pre-assembled foundations in micro-pile foundations are to be used, which are planned on site.
EU Directive 2018/844 of May 30th, 2018 and the valid RLP guideline for the infrastructure for electromobility are to be applied. A total of 21 charging points for electric vehicles are to be provided and a further 21 parking spaces are to be prepared for later retrofitting.
The complete charging infrastructure has to be supplied via a dynamic energy and load management system to reduce the building connected load.
On the part of the contractor, an economic assessment of the use of an optional power storage system is to be given - with the aim of examining possible UPS tasks and optimizing the self-consumption of the power generation systems.
The entire technology is to be accommodated in a container system, which is intended to accommodate inverters, measuring and counting devices, monitoring systems and protection and control elements of the PV system, as well as the load management system, consumption recording and reserve spaces to accommodate an optional energy storage system.
The electrical energy supply is to be ensured from the building by integration into the NSHV. It is also important to establish the data connection from the building. In the course of planning, the outside lighting of the parking areas must be adapted and the lightning protection and earthing system including overvoltage protection configured accordingly.
