The purpose of the procurement is to meet Skurup municipality's need for a digital social alarm system for the municipality's three special housing. The number of apartments today amounts to 112. The plan is to replace the alarm system at one accommodation in 2023 and at two accommodations in 2024.
The stated number of apartments is only a guide and is not guaranteed. Restructuring of the business and political decisions may affect the need during the contract period.
The social alarm system is for the residents of the special accommodation. The alarm must meet the need to alarm both actively and passively (sensors) and to provide the opportunity to position the resident when he alarms. The alarm must be able to be received by the staff's mobile devices and be able to be acknowledged and marked for attendance.
The alarm chain at the accommodation must work with the help of wifi.

The alarm must be able to be received by the staff's mobile devices and be able to be acknowledged and marked for attendance.
The alarm chain at the accommodation must work with the help of wifi. Skurup municipality provides and guarantees a wireless network with sufficient capacity at the three accommodations. Providers shall provide and describe in the quoted tender secondary communication path that automatically takes over when wifi is down.
The tender includes:
* Design, training, documentation, delivery, installation and commissioning of a complete, fully functional social alarm with associated alarm equipment, software and accessories at three homes during the period 2023–24.
* an alarm system that will be open for future products and development also from other suppliers
* service, support and maintenance
* purchase of social alarm equipment
* secondary communication route in terms of network connection
* porttelefon
* option for hotel locks / digital locks for the residents' apartment doors
* option for the delivery, installation and commissioning of alarm systems that include active and passive alarms at the municipality's LSS accommodation (both special accommodations and short-term places)
The tenderer shall submit a tender for the procurement in its entirety, partial tenders will not be accepted.
All works, materials and deliveries for the preparation of the social alarm system must be included in the tender. Service and support costs must also be included in quoted prices throughout the contract period.
The procurement will result in an agreement with a supplier where the supplier delivers social alarms that include technology, systems, service and support.
The supplier shall guarantee the requested functionality throughout the contract period. In cases where components (in the basic system, not individually called off alarm equipment) need to be replaced (End Of Life or lack of spare parts), the supplier must on his own initiative change these without additional costs, neither regarding assembly, disassembly or installation. Replacement products must be factory new and updated at no additional cost throughout the contract period.
Delimitation
Social alarms for ordinary residents are not included in this procurement.
The procurement does not include handsets in the form of smart mobile phones. Skurup municipality is responsible for providing these, including SiM cards throughout the contract period.
