Among the functions attributed by the Esamur Statutes are the actions of determination and inspection of the sanitation fee (Chapter III), as well as that of «collaborating in the study and control of compliance with the regulations on discharges, the quality of wastewater, and its effects on receiving environments ”(article 3.g). And for the exercise of these functions it is essential to have personnel specialized in sampling operations and their subsequent analysis.

The open procedure in accordance with article 131 of the Public Sector Contract Law is proposed as a form of award, to guarantee that any interested businessman, who meets the requirements established in the specifications, can present his proposal.

In accordance with article 145 of the LCSP, the award of contracts will be carried out using a plurality of award criteria based on the best value for money.

The tasks of the envisaged contract include:

- assistance to Esamur technicians in inspection and verification of the sanitation fee,

- Sampling and analytical control of effluent parameters from industrial establishments and other relevant points,

- location of industrial establishments and dumping points,

- location of accidental spills,

- study of sanitation infrastructures and urban agglomerations,

- Support to Esamur in the administrative processing of the sanitation fee files.
