The State Office for the Environment of Rhineland-Palatinate (LfU), which acts here as client (AG), is investigating on the basis of the Water Framework Directive (Directive 2013/39/EU of the European Parliament and of the Council of 12 August 2013 amending Directives 2000/60/EC and 2008/105/EC) and the Regulation for the Protection of Surface Waters from June 20, 2016 (OgeWV) flowing waters based on organic trace substances, among others.
The measurement commitments are based on the Rhine Measurement Programme Chemistry 2021 - 2026, the International Commission for the Protection of the Rhine (ICPR, here: e.g. the ad hoc group "Agriculture" in the EC Micromin), the International Commission for the Protection of the Moselle and Saar (ICSMS), the Surface Water Ordinance (OGewV) and other measurement programmes in the area of the state of Rhineland-Palatinate.
Within the framework of these measurement programs, surface waters are to be analyzed for selected organic trace substances, especially PPPs and AZMs.
The LfU, together with the regional offices of the Structural and Licensing Directorates South and North of Rhineland-Palatinate (SGDs), regularly takes water samples for these purposes. The LfU is responsible for coordinating the sampling and storing it in its laboratory in Mainz (55122) until it is analyzed. Since the laboratory of the LfU is not equipped to carry out the entire analysis, a part must be commissioned to an external third party.
The aim is to conclude a framework agreement with an external third party (AN) for the years 2024-2026 so that the client receives representative analysis results of the pollutants to be investigated in the water phase within the scope of the services described below.
