Description:
Servicing passenger transport in public transport organized by the City of Rybnik

The subject of the contract is the provision of passenger transport services to the city of Rybnik, acting as an organiser of public transport (in accordance with the Act on public transport) in the city and neighbouring municipalities to the extent that these municipalities have entrusted the organising functions to the city of Rybnik on the basis of inter-municipal agreements (pursuant to Article 74 of the Act on Municipal Self-Government), in a vehicle at the disposal of the Contractor, to the extent indicated by the Contracting Authority. In order to carry out the task, it is necessary to have one vehicle and one reserve vehicle, and the requirements for a reserve vehicle are reduced in relation to the basic vehicle, as it is assumed that the basic fixed asset involved in the provision of services will be the basic vehicle.

Amount of operational work:

1. The average monthly volume of operational work during the contract period will be approximately 7850 vehicle-kilometers

2. In total, during the term of the contract, the Contracting Authority assumes the implementation of a maximum of 47,100 vehicle-kilometres.

3. During the entire period of performance of the contract, the total volume of operational work referred to above will not be reduced by more than 20% (i.e. by no more than 9420 vehicle-kilometers). The total guaranteed minimum operating volume will be 37,680 vehicle-kilometres.

4. The line will be operated according to the needs reported by the Ordering Party.

Bus requirements.

I. General Requirements.

1. Buses produced:

1.1. not earlier than in 2014 (core vehicle),

1.2. not earlier than 2010 (reserve vehicle).

2. Buses must meet the technical and operational parameters specified in the applicable regulations specified in the Regulation of the Minister of Infrastructure and Development on the technical conditions of vehicles and the scope of their necessary equipment – announcement of the Minister of Infrastructure and Development of 30 January 2015 on the publication of a uniform text.

3. Buses are to be constructed in such a way that it is possible to operate it for a long time at ambient air temperatures in shady places from -30ºC to +40ºC.

II. Passenger compartment.

1. Equipping buses with spaces for a wheelchair and a wheelchair platform – as described in Part IV.

III. Engine, gearbox.

1. Buses powered by an engine powered by diesel fuel meeting the exhaust emission level of min EURO V or natural gas (CNG or LNG) or with zero-emission drive (in accordance with the Act of 11 January 2018 on electromobility and alternative fuels; Journal of Laws of 2018, item 317).

2. Buses are to be equipped with an automatic transmission (applies to buses powered by diesel or natural gas).

IV. Basic performance parameters.

Buses should be allowed to move in accordance with Polish law and meet the following conditions:

1. Overall vehicle length: 7500-9000mm (+/-1% tolerance)

2. Total minimum number of places:

2.1. 30 for the base vehicle

2.2. Article 23 for a reserve vehicle

3. Total minimum number of seats (full-size): 8

4. Number of places for a wheelchair or a baby stroller: 1

5. A minimum of two doors, including at least one double-leaf door with an effective width of 1100 mm (with a tolerance of +/- 1%).

6. Infinitely variable floor running along the entire length of the vehicle.

7. Handrails in the vehicle should be in a bright, contrasting color.

8. External displays: front and side to display line number and direction of travel; rear to display the line number

9. Internal information: in the form of a display with the line number and direction of travel or static information in the form of a board

10. Equipped with a sound system to facilitate the use of public transport by blind and visually impaired people.

V. Visual Identity.

1. Marking system (pictograms and stickers) - requires agreement with the Ordering Party after signing the contract.

VI. Ticketing Facilities.

Buses listed in point IV intended for the implementation of the task must be equipped with devices of the electronic toll collection system operating in the City of Rybnik Electronic City Card System
