The subject of this award procedure is the conclusion of a framework agreement without justifying an acceptance obligation to cover the procurement requirements of those entitled to purchase, which cannot yet be planned and specified in detail, for the most varied, brand-new products for citizen / visitor guidance systems in various configurations and technical functions including optional maintenance, services and additional contractual services.
In addition to the state capital of Wiesbaden, ekom21 and its association members, the districts, cities, municipalities, administrative communities and special-purpose associations in the state of Hesse are entitled to subscribe, including their legally independent and dependent institutions and associations and other forms of cooperation.
The subject of the tender is the conclusion of a framework agreement with the intention of covering the need for technology (e.g. citizen terminals) in the software-based support of appointment management / citizen / visitor guidance systems in different equipment and technical functions of the beneficiaries.
Ekom21 uses the software "VOIS | TEVIS" (citizen and visitor guidance system) for its customers. This software is used as an organizational tool, which among other things can be used to manage appointments for municipalities, citizen-friendly services such as the use of a citizen / visitor guidance system using different methods Possibilities of call systems / control systems or an online appointment allocation via the homepage of the municipality enables the advertised technical components must be compatible with VOIS | TEVIS. The software and the connections are established via a Raspberry Pi that is provided by ekom21.
The bidder must also be the manufacturer of the products offered.
In addition to the deliveries and services specifically asked for in the price and data sheet ("sample shopping basket"), reference is made to the current price and product lists of the manufacturer in order to specify the advertised products and services included in the framework agreement.
The client estimates a total value of approx. EUR 500,000.00 excluding VAT over the standard term of the framework agreement (see Section II.2.7) of the notice. The estimated total value is based on the experience of recent years including estimated additional requirements, but without any extension rights (see II.2.11) of the announcement).
For a final offer decision, ekom21 carries out a verifying and evaluating test. Ekom21 invites those bidders to test who have a realistic chance of winning the bid (most promising bidders based on the offer evaluation). Providing the test position by the bidder is free of charge. If an invited bidder does not take part in the test, this will be excluded from the further procedure.
It is currently planned that after the end of the offer period, the trial run will start at KW. 34 is carried out.
The most promising bidders based on the offer evaluation will be invited in good time before the test, stating the date, time and location as well as further information on the practical procedure of the test, in order to present the offered products.
