By this contract, the contracting authority also wishes to:

a) Strengthen social cohesion and sustainable development by carrying out training and socio-professional integration efforts, within a demanding framework from a social and ethical point of view (social and ethical clauses will be detailed in the CSCh);

(b) Combating social dumping and social fraud;

c) Encourage access to "small and medium-sized enterprises" (within the meaning of Commission Recommendation 2003/361/EC of 6 May 2003 concerning the definition of micro, small and medium-sized enterprises and the Charter on access to public procurement for SMEs issued by the FPS Economy (published in January 2018));

d) Promote the Economy of Functionality and Cooperation (EFC), seeking innovation in the offer in the sector of energy renovation of buildings, a sector particularly suitable for this purpose.

In this context, the candidate undertakes to:

a) Design and carry out energy works (Energy Performance Improvement Actions (AAPE)) and non-energy works, where appropriate, in accordance with the rules of the art and in the prescriptions and standards set by the CSCh, if necessary modified following negotiations after the submission of the initial offers,

(b) Maximize, through the design and implementation of EPAs, energy savings and the reduction of greenhouse gas emissions,

c) Design and implement the EPAs as quickly as possible so that the PAB can benefit as quickly as possible from the energy savings on the buildings targeted by the works,

d) train the technical staff of the PAB in the proper management of the installations set up by the candidate.
