With this contract notice, CSC – IT Center for Science Ltd ("CSC", "Contracting Entity") requests requests to participate in the negotiated procedure for the procurement of the MS CSOC monitoring service (Cyber Security Operations Center, "Service"). On the basis of the information provided in the contract notice and its annexes, candidates can assess the nature and extent of the contract and decide whether to submit a request to participate.
The object of the procurement is the centralized MS CSOC monitoring service (Cyber Security Operations Center, "Service") of CSC - IT Center for Science Ltd ("CSC") and other CSC customer organizations ordering the Service, implemented around the clock by one Supplier. The Service to be procured in the procurement includes the monitoring and observation of information security events (SOC) and the response to observations (MDR, Managed Detection and Response).
As a result of the procurement process, CSC will conclude a procurement contract with one of the Suppliers.
The contract notice and its annexes describe the minimum requirements for the MS CSOC monitoring service. Minimum requirements are the conditions and characteristics which all candidates and tenders must fulfil and possess in order for the contracting entity to award a contract on the basis of the criteria of economic advantage which it lays down. In addition, the Candidate may not be subject to sanctions or asset freezing orders imposed by the European Union, the United Nations (UN) or the Finnish authorities.
During the negotiated procedure, the contracting entity may amend the invitation to tender or the invitation to negotiate, with the exception of the minimum requirements for the service to be procured and the criteria for comparing tenders. Thus, negotiations can be held on all the characteristics of the services to be procured, such as their quality, quantity, conditions, innovative elements and pricing criteria, but the prices offered are non-negotiable. The matters to be negotiated described above are not an exhaustive list of all possible items to be negotiated.
At the end of the negotiations, the procurement documents shall be updated to the form on the basis of which the final tenders will be invited. Final bids are non-negotiable.
If, in some respects, the description of the minimum requirements set out in the contract notice is not sufficient for the candidate to make the decision to participate, the candidate shall put a question to the Contracting Entity as instructed in the contract notice.
