1. Description:
Nordenstadt is one of the eastern districts of the state capital Wiesbaden with currently about 8,800 inhabitants.
With a large-scale expansion in the west of the district, the "Hainweg residential area", the state capital Wiesbaden has responded to the rapidly increasing demand for living space. Since the development plan came into force at the beginning of 2017, a large part of the 650 residential units have been built and occupied on 21 hectares along the spacious "Hainpark" neighbourhood park, which is networked with the town centre and landscape. In addition, the usage structure was supplemented by an efficient public infrastructure, which includes two day-care centers and a retirement home under construction.
In the immediate vicinity of the new residential area is the "Taunushalle", a multifunctional building with a normal, average sports use from morning to evening, in addition, several small and large events spread over the year take place here. The building was built in 1975 and has a gross floor area of approx. 4000m². The hall itself has a usable area of 1,282.50m²; with ancillary rooms 2.260,71m². In addition to the hall, there are other uses in the building, such as a restaurant with bowling alley, youth rooms, caretaker's apartment, etc.
The same applies to the building of the volunteer fire brigade and the local administration in the immediate vicinity of the town centre. Here, the deficits are so great that a pure renovation has proven to be no longer expedient. A replacement building at the same location is not feasible.
Against this background, SEG mbH examined the possibility of merging the uses of the local administration, civic hall, multifunctional hall and fire brigade at the Taunushalle site.
The combination of the uses of the replacement building Taunushalle - local administration + civic hall - volunteer fire brigade at one location examined and basically verified:
The project would take place in several construction phases, so that the Taunushalle could continue to be used until the completion of the new multifunctional hall.
For the new construction measures at the Taunushalle site, the planning law must be amended. Parallel to the creation of the planning law, the building construction measures are to be planned so that building permits can be issued with the statutory resolution of the development plan.
At the location of the Taunushalle in Heerstraße, the new district center is to be built on a site area of 6710 m² with the uses Bürgersaal, fire brigade and 3-field sports hall.
The object planning for this building is the subject of the planning service to be provided.
The implementation of the development plan amendment is not part of the planning service to be provided.
2. Subject of the service to be commissioned:
Object planning services for buildings and interiors in accordance with HOAI 2021, Part 3, Section 1, §§ 33-37, work phases 1-9, basic services.
In addition, the special services from Annex 10.1 to § 34 paragraph 4, § 35 paragraph 7 according to the partial performance table as an annex to the draft contract (Annex 02e).
The basic services will be remunerated on the basis of the HOAI 2021. It is permissible to fall below or exceed the maximum rates. These must be made by percentage and, if necessary, explained in the cover letter.
The special services will be remunerated on the basis of the offer submitted by you.
The associated specialist planning services as well as the implementation of the development plan amendment are not the subject of this VgV procedure.
It is planned to award the execution work according to individual trades.
3. Budget:
Eligible costs for building and interior design: € 11,798,291.20 net
4. Options
There is a gradual call of services (options), subject to the committee resolutions for the further implementation of the project and the AG's decision as the project progresses:
Level I: LPH 1-2, Level II: LPH 3-4, Level III: LPH 5-7, Level IV: LPH 8-9
It is also planned to divide the measure into 3 construction phases.
The contractor shall not be entitled to call on individual and/or all stages and shall not be able to derive any further claims (e.g. damages or increase of fees) from a non-call.
5. Timetable for the provision of services:
Start of services: Immediately after placing the order; expected July/August 2023
LPH 1-2: bis April 2025
Start of construction: approx. End of 2026 (a division into 2 construction phases is planned)
Completion of construction: approx. Mid-2029
