Description:
Delivery of 4 buses

The subject of the order is the delivery to the Employer's headquarters of 4 brand new low-floor city buses: MAXI ON buses powered by at least EURO-6 standard. No division into parts. Place of performance of the subject of the contract: Luboń, ul. Przemysłowa 13/15. The procedure is open to the public. The Employer provides for the possibility of using the so-called reverse procedure from 24aa para. 1 of the PPL Act. No contracts are foreseen as referred to in art. 67 section 1 point 6 and 7 or art. 134 section 6 points 3 of the PPL Act. The criteria for the evaluation of offers are described in detail in the ToR on the website www.translub.pl. It is not intended to conclude a framework agreement, it is not intended to establish a dynamic purchasing system. No electronic auction is foreseen.



Type of object of the contract: delivery

The subject of the contract is the delivery to the Employer's headquarters of 4 brand new low-floor city buses: MAXI buses powered by ON meeting at least the EURO-6 standard. Place of performance of the subject of the contract: Luboń, ul. Przemysłowa 13/15, POLAND. The buses offered are to meet the technical and operational parameters set out in the applicable provisions of the Regulation of the Minister of Infrastructure and Development on the technical conditions of vehicles and the scope of their necessary equipment of 31.12.2002 (Journal of Laws of 2016, item 2022, consolidated text). The buses offered are to be new - according to the definition in the Road Traffic Act of 20.6.1997 (Journal of Laws No. 98, item 602, as amended), have a current EC vehicle type-approval certificate issued in accordance with the Regulation of the Minister Transport, Construction and Maritime Economy of 25.6.2013 on the type-approval of motor vehicles and trailers and their items of equipment or parts (Journal of Laws of 2013, item 407, as amended) and met the requirements arising from the emission standard exhaust gas at least Euro 6. The Employer requires that the type of bus offered was not a prototype, i.e. that it was in the Contractor's sale offer at the time of submitting the offers or earlier.

The contract also covers the following Contractor's services:

a) granting the Employer, by the Contractor, authorization to perform maintenance and repair works of the type of bus offered, along with training the Employer's employees in the scope of ongoing bus service and repairs. If the Employer is not able to carry out repair work on his own, he shall contact the Contractor or the Authorized Service Station indicated by the Contractor for assistance in carrying out the repair, during the warranty period and outside this period.

b) training employees of the Employer (drivers, electro-mechanics and technical staff) in the field of maintenance and repairs.

c) delivery of electronic equipment (dedicated devices and systems), additional equipment in connection with the authorization granted, including instrumentation, diagnostic equipment (engine, gearbox, CAN installation, pneumatic system) specialized tools necessary to perform technical maintenance and warranty repairs of buses, as well as software (full licenses) and necessary devices using this software, according to the requirements arising from the ToR including Annex 4 (draft contract) and providing software updates at least for the duration of the entire bus warranty.

d) provide the Employer, repair (in accordance with the scope of authorization) and maintenance documentation in Polish, media with software and devices necessary to support the purchased buses, in accordance with the Terms of Reference, as well as documentation that, in accordance with Polish law, allows their operation and registration on the market Polish.

e) providing the Employer by the Contractor a guarantee for the supply of spare parts for the buses supplied for a minimum of 10 years from the date of the Agreement.

f) warranty on the conditions provided for in the contract

Based on Article. 138c paragraph 1 point 4 of the Public Procurement Law, the Employer requires that in the subject of delivery the share of goods or software used in equipping the telecommunications network from the Member States of the European Union, countries with which the European Union has concluded agreements on equal treatment of entrepreneurs or countries towards which, pursuant to a decision of the Council the provisions of Directive 2014/25 / EU apply, exceeded 50%. The contracting authority may reject an offer that does not meet this requirement. Purchase offers are required.
