The purpose of this consultation is to provide cleaning services for school premises, leisure centres, the catering area (excluding production), the washing machine and battery (lot 1) and outdoor spaces (lot 2 reserved) in the schools of the City of Saint-Ouen-Sur-Seine.
The Framework Agreement is concluded with no minimum amount and a maximum amount of:
- lot no1 : 3 500 000euro T.T.C annuel ;
- lot no2 : 60 000euro T.T.C annuel.
No minimum order value may be required by the Contract Holder

The holder of lot no. 1 undertakes to apply the provisions of Article L1224-1 of the French Labor Code in accordance with the agreement. In accordance with the stipulations of the National Collective Agreement for Cleaning Companies, the holder of lot no. 1 undertakes to automatically and fully take over the existing staff under penalty of being liable to termination for fault of the contract. The list of staff to be taken over is annexed to the CCTP (see Annex No. 6). Following notification of the contract, the new contractor is required to contact the incumbent from the previous contract to arrange for the takeover of staff.
Reserved Lot - Cleaning services for outdoor areas (playgrounds, playgrounds, benches, playgrounds, bicycle garages) in nursery and elementary schoolsLot 2 is reserved for structures for integration through economic activity mentioned in Article L. 5132-4 of the Labour Code and equivalent structures pursuant to Article L. 2113-13 of the Public Procurement Code.
Its purpose is to ensure the maintenance of outdoor spaces in the nursery and elementary schools of the City of Saint-Ouen-Sur-Seine.
In accordance with Article R. 2113-7 of the French Public Procurement Code, the minimum proportion of disadvantaged workers employed by these structures is at least 50%.
It is passed with no minimum amount and a maximum annual amount of 60,000 euros (including VAT)
No new staff are planned for Lot 2
