Transport for Greater Manchester (TfGM) are looking to establish a Transport Professional Services Framework (TPS 2020) and appoint suitably qualified and experienced consultants for the supply of transport professional services over a 4-year term. This framework is split into strategic lots (1-9) and specialist sub-lots (A-Q)
Transport for Greater Manchester (TfGM) is the transport delivery arm for the Greater Manchester Combined Authority (GMCA). TfGM oversees transport and travel across Greater Manchester, home of the UK’s largest regional economy outside London and a diverse population of over 2 800 000 people. The TPS 2020 Framework covers a wide range of services, and is intended to provide an efficient, expeditious and commercially assessed, compliant procurement route to help meet our and named users upcoming consultancy and advisory support needs.
Professional advice and services relating to transport systems (all modes) including but not limited to all areas covered by:
Specialist Lot A (Railway and Rapid Transit Systems);
Specialist Lot B (Integration and Intelligent Transport Systems); and
Specialist Lot C (Public Transport Operations).
Professional advice, management and provision of quantitative research services. Quantitative Research can be via any sampled method, including random probability sampling surveys or a product user census.
Professional advice, management and provision of qualitative research services.
Professional advice and services relating to transport surveys and data collection including but not limited to all areas covered by Specialist Lot I (Manual Transport Surveys and Data Collection) and Specialist Lot J (Electronic Transport Surveys and Data Collection).
Consultancy services for manual transport surveys and data collection including but not limited to provision of staff to undertake transport surveys, collect, interpret and analyse data in relation to all transport modes. Though some surveys will be paper based, other surveys will require the provision of technology to assist in manual surveys through the use of electronic devices.
Consultancy services for electronic transport surveys and data collection, including but not limited to provision of technology and staff to undertake transport surveys, collect, interpret and analyse data in relation to all transport modes.
To provide strategic consultancy services and affordable and sustainable transport architectural services with capabilities in architectural design including but not limited to preparation and development of all detailed architectural designs.
Professional advice and services relating to engineering advice and services including but not limited to all areas covered by Specialist Lot K (Traffic Engineering and Street Design Services); Specialist Lot L (Highway Asset and Network Management Professional Services), Specialist Lot M (Structural and Civil Engineering) and Specialist Lot N (Mechanical and Electrical Engineering).
Professional advice and services relating to traffic management and parking schemes, highways engineering, traffic control, bus priority measures, traffic junction modelling (including rapid transit interfaces), scheme design, and implementation and appraisal.
The services may include corridor and route assessments, review and audit of transport infrastructure; development of walking and cycling schemes and infrastructure; development of bus priority and management measures and rapid transit interfaces; appraisal, quantification and assessment of impacts of proposals and development of prioritisation criteria. Street design consultancy services related to all modes of transport and highway modelling to support scheme development, implementation and appraisal.
Consultancy services with capabilities in highways asset management and network management services including but not limited to asset inventory and management of asset inspection.
Provision of structural and civil engineering, design and project management services.
To advise and provide professional services in respect of highways and other structures including but not limited to investigations, recommendations, operations, maintenance and reporting.
Specialist Sub-Lot A: Railway and Rapid Transit Systems
Professional advice and services related to railway and rapid transit systems including investigation, planning, design, operations, compliance, integration and maintenance activities.
Consultancy services with capabilities in mechanical and electrical engineering including but not limited to the production of affordable and sustainable engineering design, utility assessments and health, safety and environment management.
Professional advice and services relating to transport-wide engineering consultancy services including but not limited to all areas covered by Specialist Lot O (Programme and Project Management), Specialist Lot P (Project Cost and Commercial Management) and Specialist Lot Q (Environmental and Sustainability Services).
Consultancy services with capabilities in programme and project management through all stages of the project lifecycle, including but not limited to governance and approvals, business plan development and project controls and scheduling.
Consultancy and quantity surveying services with capabilities in project cost and commercial management including but not limited to cost planning management of live projects, appraisal work and whole life cost considerations.
Consultancy services with capabilities in environmental and sustainability services to advise and provide transport-related services including but not limited to advice on best practice and legislation, impact assessments and sustainability appraisals.
Strategic consultancy services with legal capabilities including but not limited to infrastructure and regeneration projects, major transport service projects related to all forms of transport, environmental projects and innovation projects to advance wider connectivity and accessibility.
Strategic Lot 10: Transport Multi-Disciplinary Services
Professional advice and services relating to requirements that span three or more of the remaining strategic lots in this framework.
This is a Lot that Participants will be invited to join if they are successfully appointed to three or more of the Strategic Lots 1-9 and can commit to invest in a strategic relationship with TfGM
Professional advice, management and provision of consultation services to support both statutory and informal consultation
Specialist Sub-Lot B: Integration and Intelligent Transport Systems
Professional advice and services related to intelligent transport systems, integration of technology systems, design of single mode and multi-modal control centres, and emerging future mobility solutions.
Support of the existing and future programme of intelligent transport systems work, in line with the objectives of the Local Transport Plan and Greater Manchester Transport Strategy 2040. Whilst taking into account the emerging TfGM future mobility strategy and the wider Greater Manchester Combined Authority’s digital strategy.
This includes a broad range of existing and emerging intelligent transport systems such as: RTPI, AVL, Smart ticketing, Signal Priority/Traffic Signal Pre-emption, Bus Lane Enforcement, Traffic and network management systems, UTMC and variable message signing, Incident Detection and management, vehicle to infrastructure systems, vehicle to vehicle systems, vehicle detection and classification, enforcement systems, sensors and other data collection approaches, communication systems including broadcast, network command and control, managed road networks VMS/PGI, system design, environmental monitoring, data visualisation, safety and security systems, Camera and other detection systems, driver and information systems, Adaptive traffic management, climate and weather monitoring and response systems and vehicle count systems..
Professional advice and services related to all aspects of transport operations including but not limited to operational feasibility and performance, investigation, planning, outline and detailed design, operations and maintenance activities
Professional advice and services relating to transport strategy including but not limited to all areas covered by Specialist Lot D (Development of Transport Policies, Strategies and Business cases); Specialist Lot E (Transport Network Modelling and Appraisal)
Professional advice and services to develop transport policies, strategies and business cases, including high-level work in areas that would need to be carried out in more detail, including producing and coordinating business cases for those schemes when specific interventions are required for funding decisions.
Professional advice and services are required to undertake both strategic and tactical modelling, forecasting and economic appraisal tasks. These tasks will support evidence building for policies, strategies and projects, and must be completed in line with best practice and guidance from TfGM, DfT and elsewhere as appropriate. Appropriate skills across the range of Micro, Meso and Macro-simulation and transport modelling will be required.
Strategic consultancy services with capabilities in commercial and financial advisory services in relation to the transport sector.
We are looking for suppliers to work effectively with us to provide timely, relevant and insightful analysis to inform decision-makers, that can be trusted for its quality. Our insight programme will therefore be taking a perspective that balances the need for support to short-term decisions while taking a long-term viewpoint. We are aiming for a deep understanding of customers and society from accumulating knowledge from multiple sources and being able to effectively communicate this to decision-makers to embed insight into action. We are looking for suppliers who bring subject matter, methodological, and communication expertise to help stretch our thinking. We welcome innovative approaches, particularly where they can provide greater authenticity, help engage with hard-to-reach groups and improve cost-effectiveness.
