ICEDA (Packaging installation and storage of activated waste) is a new installation which, after its start-up, will be used to package and store deferred MAVL, FMAVC and FMAVC waste from operating BNIs and BNIs dismantled, currently awaiting definitive release.
Socodei is responsible for the operation of the process, handling, concrete and effluent systems and is responsible for controlling and supervising the maintenance activities on the installation. Socodei is in charge of the preparation of maintenance interventions, their smooth running, ex post analysis and feedback. Socodei also oversees the activities of its suppliers.
As part of this installation, Socodei has chosen to outsource the maintenance of site installations from levels 2 to 4 and in case 2 (according to NT85 / 114 ind 17). Level 1 maintenance is provided by Socodei.
The purpose of the contract is to maintain the ICEDA facilities. The service is to be carried out on the ICEDA site, in and outside the controlled area. The service includes preventive, regulatory, corrective and ameliorative maintenance of the following activities in particular: remote-controlled equipment (heavy handlers, remote manipulators), process equipment (bridges, vibrating table, washing machine, spectro station), elevators + freight elevator + sectional door + curtain door + armored doors + air + ventilation network doors (ducts, dampers, filters, compressors, refrigeration unit), + glove box + effluents (piping, tarpaulins, valves), handling (bridges, lorry, 40 t trolley) , instrumentation + automation (control command) + weighing (balance + scale), electricity + lighting (cabinets, cabinets, switchboard, lighting) + cameras + generator + hoppers + mixers, forklifts + fire pallets (CF doors, DAI, flapper) CF, siren, flash lamps), logistics (PDR, shopping, PTJ).
The maintenance services concern levels 2, 3 and 4 of standard NF X60-000. The services do not include level 5 of the NF X60-000 standard.
Socodei has defined 2 categories of equipment for services:
- critical equipment: equipment classified EIP and / or equipment whose unavailability leads to a direct stop of the production process,
- non-critical equipment: equipment not classified EIP and / or without impact for production.
The activities and maintenance operations to be performed by the contractor under the contract are:
- provide preventive maintenance and related operations such as visits, controls, measurements and routine preventive replacement operations. These activities are triggered according to a schedule set by Socodei,
- ensure regulatory controls and participate in certain periodic tests,
- provide corrective maintenance and associated operations,
- to ensure the improvement maintenance with proposals for improvements, maintenance ranges and axes of technical, economic and organizational progress,
- carry out the reports of interventions,
- perform the intrinsic requalification of the equipment,
- perform machine health checks based on experience feedback,
- propose lists of spare parts to keep in stock.
Socodei wishes to entrust a supplier with the maintenance of these installations with objectives to be achieved during the duration of the contract.
The objectives are:
- increase the availability rate of equipment,
- reduce equipment maintenance costs,
- reduce the number of equipment failures,
- ensure preventive maintenance and regulation in a timely manner,
- respect the deadlines for intervention and delivery of deliverables. Propose improvements and other solutions of progress in the technical, economic and organizational fields (Preventive maintenance plan, maintenance ranges, maintenance cost, RDP optimization) whose approval will be submitted to Socodei,
- comply with the safety / security / radiation protection / environment instructions to carry out the service.
Logistics activity mainly concerns:
- management of cold and remote stores,
- the receipt, management and provision of spare parts (PDR),
- as an option, carrying out various activities,
- the supplier will have to propose a warehouse for the storage of the RDPs to be stocked (100% of the critical RDPs and part of the non-critical ones). This store will have to be close to ICEDA so that it can be delivered to the ICEDA cold store within 2 hours from Socodei's request through a list to serve,
- the supplier provides warehouse management, delivery and transportation to the cold store.
