With this contract notice, Tampereen Raitiotie Oy will launch a conditional procurement procedure concerning the implementation planning and construction of the Pirkkala - Linnainmaa connection of the Tampere Tramway.

The procurement procedure launched by this contract notice shall be launched conditionally. The implementation of the procurement requires a positive decision by both the Tampere City Council and the Pirkkala Municipal Council to start the implementation planning. The matter is expected to be discussed in the Tampere and Pirkkala councils at the end of April and/or May 2023. Thus, the contracting entity reserves the right to suspend the procurement procedure at any stage of the procurement in accordance with section 116 of the Act on Public Procurement in Special Sectors (1398/2016).

Tampereen Raitiotie Oy is looking for candidates or groups of candidates to implement the Pirkkala - Linnainmaa tramway connection of the Tampere Tramway. The project will be implemented using the alliance model, in which the selected contractor will carry out the design and construction of the project in cooperation with the Client, sharing the risks and opportunities related to the project. The acquisition includes a five (5) year ex-post liability period.

This is a project for the construction of a new tramway, which includes, among other things, the design and construction of the tramway, railway engineering systems and depot operations, as well as related road and street arrangements, as well as wire and equipment transfers. Along the tramway line, there are significant town plan projects for new and infill construction, for which the Project Alliance must coordinate the planning and construction of the tramway.

The tramway connection will be planned and implemented to the extent specified in the project plan for the Pirkkala-Linnainmaa tramway connection, completed in February 2023, taking into account, however, that the Pirkkala municipal council will decide on the scope of the planning of the Pirkkala section in spring 2023 and on the scope of construction and possible phases at the end of the development phase of the alliance contract.

The councils of the City of Tampere and the municipality of Pirkkala decide on entering the construction phase at the end of the development phase. The aim is to have the councils ready to make investment decisions in terms of planning readiness from the beginning of October 2024.

In the project, the City of Tampere and the municipality of Pirkkala play a significant role as experts in planning and construction and as clients of possible related projects.

In addition to Tampereen Raitiotie Oy, the City of Tampere and the municipality of Pirkkala, the project can also be commissioned by the group companies of the aforementioned parties and the Pirkanmaa Centre for Economic Development, Transport and the Environment.

Related projects:

The total cost estimate for the related projects presented in the site plans of the project plan is approximately EUR 45 million. Eur. In addition to these, the town plan sites for new and infill construction along the tramway line may become synergistic related projects to be planned and implemented by the project alliance, which it has not yet been possible to identify in the project plan.

Tampere:

The related projects on the Tampere side presented in the project plan are worth approximately EUR 35 million. Eur. For the City of Tampere, it is estimated that approximately EUR 25 million will be allocated to the City of Tampere. it is appropriate to carry out projects relating to the euro in connection with the construction of the tramway.

Pirkkala:

The related projects on the Pirkkala side presented in the project plan are worth approximately EUR 10 million. Eur. For the municipality of Pirkkala, it is estimated that approximately EUR 5 million will be allocated to the municipality of Pirkkala. it is appropriate to carry out projects relating to the euro in connection with the construction of the tramway.

The procurement complies with the Act on Procurements and Concession Contracts of Entities Operating in the Water, Energy, Transport and Postal Services Sectors (1398/2016, Act on Public Procurement in Special Sectors). The procurement is carried out using the negotiated procedure referred to in section 38 of the Act on Public Procurement and Concession Contracts in Special Sectors, the stages and progress of which are described in more detail in the tender documents.
