Wigan Borough Council (“the Authority”), a Waste Disposal Authority for the purpose of the UK Environmental Protection Act 1990, is seeking to enter into a contract for the delivery of Residual Waste Treatment and Disposal, Management of Household Waste Recycling Centres and Management of Transfer Station(s) and related services that will divert the Authority’s Municipal Solid Waste (MSW) from landfill.
In addition to the above, the Authority may seek to include ancillary works and services including (but not limited to): Works associated with the construction of the facility; Commissioning of the facility; Management and marketing of any recovered materials; Management and disposal of any process residues or rejects; The operation of any bulking and loading requirements of the Authority; The management of HWRC recyclates.
These ancillary works and services may include the management of the facilities identified above.
The Authority will adopt a contract structure or financing model that best meets its needs and may adapt the contract documentation as appropriate to the solution.
In the case of a solution involving project finance, the project may be subject to a funding competition after the appointment of preferred bidder. The Authority may provide or procure capital contributions and/or finance and may facilitate funding from other public sector bodies.
The Authority is not prescribing any specific waste treatment technologies and all technical solutions put forward will be considered.
The Authority has identified a site (within its ownership) that it may make available although the use of alternatives sites proposed by the bidders will not be precluded.
The Authority reserves the right to enter into the whole or part of this contract, both in terms of the scale and scope of the contract.
