The Norwegian Coastal Administration is inviting tenders for a framework agreement for surveys and analyses, including ground surveys, measurements in the sea, sediment surveys, surveys on biological diversity, and geotechnical and geological surveys, with an estimated contract value of up to NOK 64 million.
Framework agreement, surveys and analyses.

The Norwegian Coastal Administration, hereafter called the contracting authority, extends an invitation to an open tender contest for a framework agreement for surveys and analyses.

The framework agreement mainly includes ground surveys for the Norwegian Coastal Administration's development projects. Measurements in the sea, sediment surveys, surveys on biological diversity, and geotechnical and geological surveys with the accompanying analyses within all fields will be carried out throughout this contract period. The scope of the framework agreement is dependent on which projects that are prioritised in the National Transport Plan (NTP) and the Norwegian Coastal Administration’s action plan. Financially, the contract is estimated to be between NOK 13 million and NOK 16 million per annum, with a total financial limit of up to NOK 64 million in the contract period, without this binding the Norwegian Coastal Administration to procure a specific amount. The scope of work can vary during the contract period. The actual volume of the framework agreement will be split between 3 tenderers in accordance with a distribution key that gives all 3 tenderers a certain share of the total sum of the call-offs. 

This framework agreement gives the Norwegian Coastal Administration the right, but not an obligation to award contracts under the framework agreement. The Norwegian Coastal Administration is not obliged to procure a specific amount of products or services in the framework agreement period. The Norwegian Coastal Administration emphasises that some assignments will be able to take place outside of the framework agreement. Examples of such assignments can be assignments where we would like to assess several solution proposals, and inspection and monitoring programmes in major projects or complex projects. The total value that the contract can have for each tenderer will be equivalent to the stated total value x the stated maximum % in the table for tenderer A, B, and C. See Annex 2.

Typical (but not limited to) work assignments will be:

Carry out field surveys with the accompanying reports (the list is not exhaustive).

o measurements in sea and on land

o sediment surveys

o surveys of biological diversity

o geological and geotechnical surveys

- Laboratory analyses

- Internal courses and/or seminars at the contracting authority

- Competence within geophysical surveys and assessments
