On behalf of the Federal Republic of Germany, represented by the Lower Saxony State Authority for Road Construction and Transport, Nienburg Division, the construction of a new bypass for the city of Wunstorf is to take place in the course of Bundesstraße 441.
The present draft provides for the construction of a bypass road in the north and east of Wunstorf. The construction route of the bypass runs within the municipal areas of Bokeloh, Wunstorf, Blumenau and Luthe of the town of Wunstorf.
The approx. 6.55 km long construction route of the bypass begins west of Wunstorf, swings out of the existing route of the main road in an arc and initially runs in an easterly direction north of the village of Wunstorf.
The route crosses between the village of Wunstorf and Klein Heidorn the municipal road Nordrehr and the regional road K 331 Klein Heidorner Straße. In the further course north of Wunstorf, the Bundesstraße 442 (Coppenbrügge-Bad Nenndorf-Wunstorf-Neustadt a. Rbge.) and the railway line 1740 Wunstorf-Bremerhaven are crossed with a trough structure.
The route of the OU bypasses the village of Blumenau in an arc to the north and east, crossing the regional road K 333 Leinechaussee and the water Westaue. After bypassing blumenau, the route of the OU initially runs in a southerly direction, crosses the regional road K 344 Manhorner Straße and connects between the villages of Wunstorf and Luthe in an arc to the existing federal highway 441 (Luthe bypass). The new line of the bypass ends immediately west of the overpass of the municipal road Im Blenze.
In addition to the traffic system, the construction project includes 1 trough structure, 7 bridge structures and 6 rainwater retention basins.
The estimated construction costs amount to around 62 million euros. The cost bearer is the Federal Republic of Germany.

1. Local construction supervision of traffic facilities and engineering structures (bridges)
1.1 Preparation of a personnel deployment plan and handover to the Client at the latest at the beginning of construction. Regular updating of the personnel deployment plan

1.7 Monitoring the execution of the advertised services for compliance with the documents released for execution, the construction contract, the generally accepted rules of technology, the relevant regulations and laws and the specifications of the client
1.8 Monitoring of the disposal of hazardous waste in accordance with the construction contract within the meaning of the KrWG. Application of the electronic verification method (eANV) in accordance with the NachwV using your own signature card and reader.
1.9 Participation in the monitoring of the contractually agreed dates and deadlines
1.10 Immediate information of the construction management about recognizable changes to the construction work contractually agreed between the contractor and the client, including obstructions and interruption of execution as well as changes in quantity
1.11 Monitoring the use of the other contractors for compliance with the other contractors named in the construction contract

1.13 Participation in the processing of changes and additions to the contract (presentation of facts, check for completeness of supplementary offers)

1.20 Advance invoices must be checked, determined and presented to the Client within 3 working days of receipt of the invoice. The examination and determination of final invoices must be concluded in such a way that the timely performance of the final payment by the Client is ensured, as provided for in § 16 No. 3 (1) VOB/B.
1.21 iTWo construction accounting: the construction invoice must be checked with the "iTWo" it system. The contractors of the construction services must also provide the data in digital format in accordance with REB VB 23.003 (DA 11) on data carriers for each advance invoice and for the final invoice.
1.22 Participation in monitoring the testing of the functionality of the plant components and the entire plant and in compiling the documents required in the construction contract (functionality of the road system and drainage systems before traffic release)
1.23 Monitoring the design of all structures for compliance with the stability certificate
1.24 Documentation of the construction process (including construction diary, photo documentation)
1.25 Participation in the acceptance of services and deliveries
1.26 Participation in construction contract acceptances
1.27 Participation in official approvals
1.28 Monitoring of the clearance and recultivation measures of the construction site and the construction site areas
1.29 Monitoring the elimination of defects detected during the acceptance of the services
1.30 Local construction supervision is responsible, inter alia, for ensuring that:
- no work is carried out for which execution documents released for construction are not available,
- no construction aids subject to inspection are used which have not yet been tested and approved,
- all construction operations in which forces are introduced into the subsoil or structure comply with the tested stability evidence,
- the entrepreneur fulfils his obligation pursuant to § 11 of the BDV-StB. The local construction supervision must intervene if the contractor violates the regulations on safety on the construction site, especially if the construction site is suspended or the work is interrupted. It is responsible for safety on the construction site if the individual structure has been approved, but the construction project as a whole has not yet been completed.
- All violations or other significant circumstances or events detected during construction supervision must be recorded, stating the day and hour. Special events such as e.B accidents must be reported by the employee in charge of the construction supervision to the construction representative.
1.31 The condition of paths, terrain surfaces and the like must be determined - if necessary - before the start of construction together with the contractor and the developers. The result shall be recorded in minutes and signed by the parties concerned.
1.32 Immediate notification of the working group in the event of destruction or change of position fixed points of the state and special network or of fixed altitude points
1.33 Recording of damage to land, roads and other damages and their immediate further notification to the Client
1.34 Special technical supervision of the executing companies, e.B. in the execution of piling work for shoring
The contract period begins in December 2022 and is expected to end in 2028.
