Sct. Hans - Sønderhus + Østerhus

The subject of the tender is a turnkey contract that includes turnkey contract, engineering and architectural services for the conversion of two buildings: Sønderhus and Østerhus on Sct. Hans in Roskilde. A total of 68 social housing units are to be established under the Social Housing Act, approx. 6,100 m² of so-called eligible living space.

The housing association establishes the housing department in agreement with Roskilde Municipality. NOTE: The sketch proposal has been prepared with the assistance of Tegnestuen Vandkunsten, which is also included in the further collaboration with the turnkey contractor. Therefore, there is NO demand for additional architectural and landscape architect skills in the tender.

The turnkey contract includes the design and execution of conversions of the two buildings into 40 (Østerhus) and 28 (Sønderhus) public housing units, respectively. A total of approx. 6,100 m² of eligible living space + various supplementary rooms and technology in the basement, etc. This is primarily construction work, as Roskilde Municipality is responsible for development (supply lines, etc.) and the establishment of outdoor areas (road construction, parking facilities and gardens, etc.). Østerhus was built in 1870. Sønderhus was built in 1907. The buildings have the following degree of conservation: Conservation category 3 (high conservation value). This means that building envelopes should preferably be renovated and that only moderate constructive interventions are expected (e.g. when installing elevators). There will be environmental remediation to an expected extent for this type of building and compared to previous use as a hospital section. So far, no significant significant contamination has been detected in asbestos, heavy metals, PCBs and the like. However, the presence of the listed types cannot be ruled out.

Currently, the project basis is Roskilde Municipality's Master Plan for Sct. Hans Vest 2020, and local plan 714, as well as Tegnestuen Vandkunsten's sketch proposal for the two buildings. A certain degree of further processing of the project is ongoing in parallel with the turnkey contract tender. The turnkey contract team can therefore expect that a more thorough construction programme will be available as a starting point for the further design after the conclusion of the turnkey contract (expected March 2023).

The focal point and theme of the turnkey contract competition is: "Competent and trusting cooperation to realize the project with a good result within the project's financial framework". It is the contracting entity's view that no one is served by either receiving or submitting traditional fixed-price tenders at the moment, if this can be avoided. The competitive price parameter is therefore based on a cost criterion, according to which competition is based on specified contribution margin (DB) and prices for specified consultancy services. In the tender, it is assumed that 'traditional fixed pricing' is postponed until the construction project schedule B, and / or finally agreed before the physical start of construction. In the intervening period, the parties cooperate on open calculations. Other competitive parameters are of an organisational, collaborative and 'approach/creative' nature.
