Description:
“Photovoltaic and other RES installations in the municipality of Dragacz — Edition II”

The subject of the contract is the implementation of the task under the name: “Photovoltaic and other RES installations in the territory of the municipality of Dragacz — Edition II” consisting in the supply and assembly of factory new plants not older than from 2020 complete PV installations, hereinafter referred to as “PV installation” or “microinstallation”, according to the technical documentation and the specification of the conditions of the order of 40 sets of solar installations with a total minimum capacity of 374.17 kWp mounted on roofs of buildings, shatters or on land in real estate owned by persons physical and on roofs of facilities or on land managed by the Municipality and 7 air heat pumps with a total heating capacity of min. 60 kW in residential buildings in individuals together with fittings (including: 5 pumps with min. power of 8 KW and 2 pumps with a power of 10 KW).

The scope of the contract includes:

1) the supply and assembly of new plants not older than 2020 of complete photovoltaic installations hereinafter referred to as 'PV installation' or 'microinstallation' according to the technical documentation held by the Ordering Party and the specification of the conditions of the order of 40 sets of photovoltaic installations with a total minimum capacity of 374.17 kWp mounted on the roofs of buildings, cartridges or land in real estate owned by individuals and on roofs of structures or land managed by the Municipality, including:

(a) single sets with min strength: 2.79 kWp, 3.72 kWp, 5.27 kWp, 5.58 kWp, 6.51 kWp, 6.82 kWp, 7,44 kWp, 8.37 kWp, 8.68 kWp, 8,99 kWh, 42.78 kWp;

(b) 5 sets with a power of min. 6,2 each;

(c) 3 sets of min. 9,3 kWp each;

(d) 21 sets of min. 9,92 kWp each;

Note: The maximum power of a single PV installation installed in individuals shall not exceed 10 kWp;

2) the supply and assembly of factory new not older than 2020 7 air heat pumps in accordance with the technical documentation and specification of the conditions of the order with a total heating capacity of min. 60 kW in residential buildings in natural persons together with equipment (including: 5 pumps with min. power of 8 KW and 2 pumps with a power of 10 KW). Note: The offer for heat pumps should only be based on the current standard. Specific parameters of the lower source and upper source are required.

COP values according to PN-EN 14511 should take into account the energy consumption of the compressor, regulator, fan, circulation pump (only condenser resistance included) and evaporator defrosting function. A specification in Polish should be provided to the offer clearly specifying the fulfilment of the above conditions.

The subject of the order is the delivery and installation of photovoltaic installations and the supply and installation of air heat pumps in the territory of Dragacz municipality, which is implemented under the project “Photovoltaic installations and other RES in the territory of Dragacz Municipality — Edition II”.

The scope of the contract includes:

1) consisting in the supply and assembly of factory new solar installations not older than 2020, hereinafter referred to as 'PV installation' or 'microinstallation' in accordance with the technical documentation held by the Ordering Party and the specification of the conditions of the order of 40 sets PV installations with a total minimum capacity of 374.17 kWp mounted on the roofs of buildings, cartridges or land in real estate owned by individuals and on roofs of facilities or on land managed by the Municipality, including:

(a) single sets with min strength: 2.79 kWp, 3.72 kWp, 5.27 kWp, 5.58 kWp, 6.51 kWp, 6.82 kWp, 7,44 kWp, 8.37 kWp, 8.68 kWp, 8,99 kWh, 42.78 kWp;

(b) 5 sets with a power of min. 6,2 each;

(c) 3 sets of min. 9,3 kWp each;

(d) 21 sets of min. 9,92 kWp each;

Note: The maximum power of a single PV installation installed in individuals shall not exceed 10 kWp;

(e) the supply and installation of structures for PV installations;

(f) the execution and backfilling of excavations in the ground to the required depth, in the event that PV installations are mounted on the ground;

(g) the arrangement of cable routes, grounding and cables from photovoltaic panels to inverter and wires from inverter to electrical switchgear;

(h) making the necessary mounting holes in the external and internal partitions of the building and braking, securing and sealing of the mounting holes after the introduction of wires and equipment;

(i) installation of switchgear for PV installations (DC and AC side) with PV grounding (ground resistance value should reach < 10 Ohm);

(j) DC switchgear equipment (surge protector, DC fuse switch);

(k) AC switchgear equipment (fuse switch, surge protector, overcurrent switch);

l) installation of invertors;

(d) performing operational tests and verifying the proper operation of the PV installation and cooperation with the power grid;

m) commissioning of the system, adjustments and commissioning of the installation

(n) measurements of electrical installations required by appropriate regulations;

o) the configuration of all inverters, connection to the internet network of the user (in the absence of a fixed Internet connection at the location of the inverter, the cost of bringing the coverage is covered by the user, in the absence of the Internet network in the user equipping the user with a module that allows you to connect to the internet network in the future) and integrate into a single system to monitor energy production, ecological benefits and control the work of photovoltaic installations from the system. The system must be available for desktop and mobile devices on iOS and Android, system monitoring devices should be able to communicate with a dedicated server on which the intended data will be saved;

p) an agreement with the fire safety assessor in respect of compliance with the requirements of fire protection of PV installations projects exceeding 6,5 KWp and the completion of the installation of the microinstallation and the intention to join the use of the State District Guard Fire in the World;

(r) preparation of notifications together with the required documentation of connection of microinstallations to the power grid and a notification to the DSO (Enea Operator Sp. z o.o. in Poznan) on behalf of the user (property owner) on the basis of the power of attorney granted;

(s) the execution of post-construction projects based on the technical documentation attached to the SWZ:

(t) the provision of free service of performed installations during the warranty period;

(u) complete and transfer to the Contracting Authority, separately for each installation, the receipt documentation of the performed installation (in 2 ex.) containing the post-construction design, documents allowing to evaluate the correct execution of the subject of the reception, in particular the test and verification protocols, and technical receipts protocols;

(y) to train all users of the above PV installation in the field of operation and operation and to draw up a protocol covering the scope of training and obtaining statements from users about the training done;

(z) to develop detailed instructions for the operation and use of installations made in Polish (including: recommendations for current maintenance) for each of the PV installations made and to communicate them to users;

(i) other elements included in the technical documentation constituting Annex No 1A to the SWZ and the draft agreement constituting Annex 5 to the SWZ;

2) the supply and assembly of factory new not older than 2020 7 air heat pumps in accordance with the technical documentation and specification of the conditions of the order with a total heating capacity of min. 60 kW in residential buildings in natural persons together with equipment (including: 5 pumps with min. power of 8 KW and 2 pumps with a power of 10 KW) comprising:

(a) the supply and installation of air heat pumps, including equipment and equipment;

(b) the execution of tubular installations and safety elements;

(c) connection of the heat pump installation to the existing heating system (c.o. and c.w.u.), water supply and electrical system;

(d) hydraulic adjustment of the heating system and lower source circuits;

(e) the performance of insulation and cold-protected works;

f) the execution of passages in internal and external partitions of buildings;

g) securing the places of puncture and passage of electrical wires;

(h) programming and execution of the automation, control and monitoring system;

(i) to carry out the required leakage tests of the heating and technological installation and to make a trial start before receiving the robot;

(j) filling of the installation;

(k) the implementation of post-construction projects based on the technical documentation attached to the SWZ;

(l) carry out training of all users in/at the installation in the field of operation and operation and drawing up a protocol covering the scope of training and obtaining statements from users about the training done;

(d) to develop detailed instructions for the operation and use of installations made in Polish (including: recommendations for current maintenance) for each of the installations made and to communicate them to users;

(m) the provision of free service made installations during the warranty period;

n) obtaining and preparing the necessary documents separately for each of the above installations (trial and test protocols, certificates, declarations of conformity, warranty cards, service books, catalogue cards related to the transfer for use and operation of built installations on individual properties);

(o) complete and transfer of the Ordering Party, separately for each installation, of the receiving operation from the performed installation (in 2 ex.) containing the post-construction documentation;

(p) other elements included in the technical documentation constituting Annex No 1B to the SWZ and the draft agreement constituting Annex 5 to the SWZ.

Specific requirements related to the subject of the contract are set out in Annex No 1 to SWZ — Technical documentation.

In any case of use in the description of the subject of the contract of standards, technical assessments, technical specifications and technical reference systems referred to in Article 101 (1) (2) and paragraph 3 of Pzp, the Contractor should assume that the words “or equivalent” shall be accompanied by such reference.

The Contracting Authority requires that during assembly take into account the requirements of persons with disabilities and the availability of installation controls for them (installation to be carried out in a manner that ensures the possibility of carrying out service activities for disabled persons in particular on trolleys disability).
