Bournemouth and Poole Tourism run a series of events throughout the year to promote Bournemouth and Poole as Tourist destinations. The Councils are looking for a single supplier to provide fireworks displays to accompany these events.
The locations of these are split between Poole Quay and Bournemouth Seafront and are fired from both barges and from the Piers.
The events include the Bournemouth Air Festival, Bournemouth Friday night fireworks, Poole’s Summer Breeze and Poole Quays Fireworks night.
The scope of the contract is to provide firework displays for Bournemouth Borough Council and Borough of Poole events that require a fireworks display.
The length of the contract is for 3 years with the option to extend the contract annually for a further 2 years. Therefore, if all extensions were taken the full length of the contract would be for 5 years.
Funding for all the events is done yearly through a mix of sponsorship and commercial income. There are no set budgets allocated to fireworks. Therefore, the contract for the displays is based solely on the Council securing this funding each year.
It is anticipated that the contract will start on 1.6.2018.
The funding will be confirmed for all events to the Supplier by 30th April each year at the latest. It is possible that some events may be given funding whilst others are not therefore the supplier must take this into consideration when submitting their tender. The Council does not guarantee any value or number of displays for any year of this contract.
All displays must be orientated towards a family / community market.
In the case where the Council has to cancel an event for reasons such as bad weather, the Council will notify the supplier as soon as possible. Whilst it is accepted the fireworks will still be charged for it would be requested that any unused fireworks be incorporated into another display.
The total budget for fireworks for 2018 is a maximum of GBP 42 600 across all of the events. The budget split is currently GBP 17 600 excluding VAT for Poole events and GBP 25 000 excluding VAT for Bournemouth events.
There may be additional events requiring fireworks throughout the contract period.
Suppliers should have experience of firing displays from a barge or similar on water and from a pier or similar environment with the fall out zone being in the water.
The successful contractor will be a member of the British Pyrotechnics Association, or similar, and all fireworks must be approved and tested to BS7114 (1988) or equivalent European or international standard.
