Planning of the roof renovation of the sports hall at the education center in Halle (Saale)
task description
In addition to the school gyms, where training of the individual clubs in the various sports takes place in the afternoon and evening hours, the Halle (Saale) Neustadt sports complex is the central point of contact for many residents with regard to attractive competitions and sporting events.
The main sports hall in the education centre enjoys a particularly high status in the Neustadt sports complex. The sports hall complex Education Center was built in 1967. The main sports hall was partially renovated in 1996 with the installation of a new sports floor. However, the current structural condition, especially of the roof, requires a fundamental renovation.
The main sports hall is the first closed HP shell building in the GDR. It is therefore a listed building! The aim of the planning to be awarded is the thorough renovation of the roof and the light strips, taking into account the corresponding regulations for thermal insulation and monument protection. In the course of the renovation, the roof drainage and lightning protection must also be renewed. A report on visual and magnetic particle tests on the guys of the sports hall as well as an investigation report on the durability of HP shells of the roof structure will be provided. Furthermore, existing as-built plans are made available. The project is funded by the federal program "Rehabilitation of municipal facilities in the fields of sports, youth and culture".
Therefore, the following aspects must be taken into account during planning:
After completion of the renovation measure, the buildings must reach the efficiency building level "Monument" in accordance with the Federal Funding for Efficient Buildings (BEG) in the case of monuments within the meaning of § 105 GEG.
Furthermore, in the conceptual approach to the remediation task, the requirement 2.5 "Natural hazards at the site" according to the manual of the quality seal for sustainable buildings (QNG) - Annex 3 for the QNG PLUS standard must be proven!
With regard to the special features of climate- and resource-saving construction, requirement 2.2 "Sustainable material extraction" according to the manual.
The client determined the following fee zones for the planning services to be provided:

Service phases 1 to 9 and special services in accordance with Annex 10 HOAI.
Initially, only the services up to work phase 3 and the fire protection concept will be awarded the contract. Step by step (optional) it is planned to commission the further service phases. There is no unconditional legal entitlement to the commissioning of further services.
The execution of the services up to service phase 3 must be carried out by 02/2024. The services up to work phase 6 are scheduled until 10/2025, the construction is planned from 04/2026 to 10/2027.
