Establishment of a new network control technology for Stadtwerke Marburg GmbH.

Delivery, assembly, commissioning, documentation, training, maintenance and other services of the new network control technology with the following features:

— “Renewal network control technology” with system and user software (relational database, SCADA, higher-quality functions, etc.) for process control and monitoring of supply networks for the fields of electricity, gas, water, wastewater, communication and heat,

— Completely redundant system built in distributed locations,

— inventory telecontrol technology connected to IEC 60870-5-104, IEC 60870-5-101 and SEAB 1F,

— including higher-quality cross-division functions (mobile workstations, simulation, test environment),

— including higher-value functions area electricity (e.g. topology, fault location, shift order management, temporary, redispatch 2.0, switching control check,...),

— including higher-quality water functions (e.g. takeover of existing container management, reference quantity regulation, leak monitoring,...).

The client attaches particular importance to the following issues when executing the order:

1. The entire order processing must be carried out in German. This means that the entire project support staff that the bidder wishes to use for sales, project planning, assembly, commissioning, training and service in the order case must be in German and have the necessary expertise. In the case of bidding groups, this applies accordingly to each of its members.

2. The entire system and project documentation including project reports, specification specifications, hardware and software documentation, plant, device and component labels as well as the software user interface must be delivered system-wide in German. Only documentation about standard software such as operating systems or standard hardware is accepted in English unless available in German.

3. The procurement of spare parts with regard to at least functionally compatible hardware and software must be ensured for at least 10 years after the discontinuation of series production.

4. The public legal and trade association regulations and guidelines of information security must be strictly observed

The execution period is expected to be 12 months.

The tender documents will contain the latest requirements for the subject of the contract. The stipulations on the subject of the contract in this applicant information are non-binding and serve only as a guide for interested companies. It is expressly pointed out that only the description of the subject matter of the contract in the tender documents will be decisive for the preparation of the offer.

This is a procurement process for operating critical infrastructure. Therefore, only companies who submit the enclosed non-disclosure agreement (Geheimhaltungsvereinbarung_SWMR.pdf) with the participation documents without reservation can receive tender documents.
