Procurement of purely electrically powered low-floor solo buses of class 1 (depot chargers) as well as optional procurement of the local charging infrastructure

The SWEG Südwestdeutsche Landesverkehrs-GmbH (abbreviated SWEG, hereinafter also referred to as awarding authority or client) is a transport company with state participation and, together with its subsidiaries, operates bus services in the urban and interurban areas (ÖPNV) as well as regional rail passenger transport (SPNV) in numerous regions of Baden-Württemberg.

For itself and these subsidiaries (client), SWEG intends to conclude a framework agreement for the supply of purely electrically powered low-floor solo buses of class 1 (depot chargers), vehicle category M3 in accordance with Regulation (EU) 2018/858 / ECE regulation R107 including the optional delivery, installation and commissioning of the local charging infrastructure on the respective depot premises of the customer.

The exact number of vehicles and charging stations required depends on various transport tenders and has not yet been determined when the framework agreement is concluded.

The calls are made by the individual client in their own name and for their own account.

Purely electrically powered low-floor solo buses of class 1, vehicle category M3 according to Regulation (EU) 2018/858 / ECE regulation R107 with batteries as energy storage are required.

The electric buses must be designed for an annual mileage of at least 60,000 kilometers.

Daily rotations of 250 kilometers must be guaranteed without intermediate charging, under all operating conditions and over the entire service life of the vehicles.

The buses are expected to be operated by the respective client for 10.5 years.

Upon delivery, the vehicles must comply with the requirements of the specifications for electric buses and charging stations (Part D, Annex 1), the data guaranteed by the manufacturer from the form table of key figures for individual components (Part D, Annex 2) as well as the respectively valid regulations of the EU and ECE, the StVZO, the BOKraft, the accident prevention regulations (BGV) of the employers' liability insurance associations and the relevant announcements of the Federal Ministry of Transport "Catalogue of requirements for buses and minibuses which are specially used for the transport of pupils and kindergarten children" (VkBl. 2005 page 604).

In addition to the regulations for buses, the applicable standards and regulations for electric vehicles, in particular the regulations of DIN VDE on electromagnetic compatibility (EMC), as well as relevant ECE standards (in particular ECE-R 100) must be observed.

The solo buses must have at least 75 seats and standing places.

The tender covers the supply of 0 to approximately 25 (zero to approximately twenty-five, based on the basic term) purely electrically powered low-floor solo buses of class 1 (depot loaders) for use in urban, regular, occasional and school transport as well as the associated services.

Optionally, appropriate charging infrastructures must be created for the vehicles at the respective depots. The charging stations required for this are also part of the bidder's scope of delivery in the event of commissioning. It is planned to charge the energy storage (batteries) of the buses at the respective depot overnight. The charging infrastructure must be designed in such a way that the energy storage (batteries) of the vehicles can be fully charged within a maximum of 8 hours during night parking in a battery-saving manner.

The contracting authority reserves the right to change the requirements in the further course of the award procedure as well as in subsequent individual calls.
