Frøya municipality (FK) hereby invites tenderers to a tender contest for a framework agreement for electrician services and accompanying materials. The work will apply to buildings throughout the municipality. The assignment has, inclusive of options, a value of approx. NOK 6 million excluding VAT.

The following assignments may be included in the framework agreement for electrician services and accompanying materials:
- Service and maintenance of electrical systems in municipal buildings.
- Terminating and joining fibre.
- Troubleshooting and repairs to electrical installations.
- Expansion/upgrades to the existing installations.
- Establishment of new electrical installations.

- Frøya municipality currently has a building portfolio with an area of approx. 40,000 m2. The building stock consists of 1 nursery, 6 youth development centres, approx. 100 residential units, 1 cultural building, 1 fire station, 1 operations hall, Frøyahallen with base hall, 1 water treatment plant, 7 elevated pools, 2 water pressure boosting stations, 6 sewage pumping stations, 1 nursing home and town hall/administration building. Requirements specification Tenderers must have recent experience from similar assignments.
Documented by a description of the tenderer's 3 most relevant assignments during the last 3 years. The description must include a statement of the assignment value, date and contact person (name, telephone number and email). References will be contacted if needed to clarify relevance of the assignment.
Tenderers must have knowledge of SD systems, fire alarm systems, medical signalling systems, antenna systems, low voltage/data systems and frequency converters.

Tenderers must have sufficient implementation ability and capacity.
Documented by an account of the tenderer's average workforce in the last 3 years.
Tenderers must have sufficient and relevant authorisation and expertise.
Documented by copies of certificates of apprenticeship, authorisations and certificates.
The execution of the work must be in accordance with the current laws and rules. There are also requirements for good and sensible design of both cabling and installations. When contacting references, this point will be asked about specifically.
Response time.
Regular assignments must be completed within 3 days of receiving the order.
For emergency issues, the response time must be a maximum of 2 hours from the time the message is received on working days.
- Annual FSE courses must be held for relevant personnel and must be part of the tender price. Services may be required out of normal working hours. Procedures regarding duty schemes, 24-hour telephone service, etc. must be stated in the offer.
Assignments under this agreement shall be carried out in Norwegian language. Tenderers must ensure that at least one representative at the site is fluent in Norwegian and able to communicate effectively with the Tenderer's other employees at the site.
Tenderers must ensure that waste resulting from the execution of the assignment is delivered to an authorised environmental station at the Tenderer's expense. The Contracting Authority may request a receipt for delivered waste.
Tenderers must be able to document the scope of work by presenting photos (before/after) if required by the Contracting Authority. Documentation must then be made available to the Contracting Authority prior to invoicing.
Completed assignments must be registered and sent to the building and property operations manager on an ongoing basis.
Tenderers who do not fulfil the above qualification requirements may be rejected without further justification.
