Purpose of services: procurement of food supplies from a sustainable food system and related services expressed in daily cost for the central kitchen of the CPAS de Gembloux.

The purpose of this contract is to provide sustainable foodstuffs and food products for daily meals by the kitchen of the CPAS de Gembloux.

To do this, the bidder will have to offer services to assist effectively and concretely the kitchen of the CPAS de Gembloux, and this at all stages of the operation of the catering activities. These services will have to achieve the optimum level of quality and maintain it over time, in particular through:

— the optimization of purchases of foodstuffs and food products: selection of quality products, short circuit, organic, etc.;

— the provision of efficient and user-friendly IT management software;

— the provision of a computerized catalog of standardized recipes adaptable to the constraints of each;

- the establishment of efficient management tools and indicators;

- controlling the cost of production;

— assistance in the development of dietary menus and variations on the basis of cycles respecting the four seasons;

— formalisation of production techniques;

— the improvement of the skills of the kitchen staff;

— the contribution to the development of more sustainable food choices;

— respect for food safety: good hygiene practice, HACCP standards, traceability labelling, compliance with food traceability legislation, etc.

By merely submitting prices in accordance with these terms and conditions, both general and specific, any bidder acknowledges that it has inquired about all charges that may be incurred by it in order to meet the requirements of this contract. It will take into account its impact on compliance and compliance with HACCP, health and safety standards in production, storage and reserve premises. It will also be responsible for updating the techniques and legal provisions, as well as the supervision of staff directly attached to the kitchen of the CPAS de Gembloux, in order to ensure perfect operation and maximum efficiency at the service level.

It is of course that the particulars contained in the tender documents drawn up by the contracting authority constitute minima below which tenderers may under no circumstances descend.

At the supply level (excluding information technology and assistance):

this market includes:

— all food supplies,

— the supply of coffee,

— drinks intended for the making of dishes (beer, wine, etc.),

— beverages intended for meals (wine, table beer, wine and non-alcoholic beers, softs, water for children in nurseries i.e. non-carbonated natural mineral waters marked 'suitable for the preparation of infant foods'),

— the packaging necessary for the carriage of meals at home and the packaging of toast intended for children in nurseries and residents of nursery homes (in compliance with the legal provisions in force on, and in particular the AR of 11.5.1992 concerning materials and articles intended to come into contact with foodstuffs) food).

The Bidder will ensure that environmentally friendly containers (including bottles), packaging and packaging are provided. Preference will be given to food in bulk, in large packaging or packaged with recyclable and/or reusable packaging (biodegradable, returnable packaging, essentially composed of cardboard that can be recycled, etc. — see market documents).
