The City Council of Castelló d'Empúries is the owner of a set of immobles assigned to the provision of the functions that are its own. This fact means that the City Council must take charge of the integral maintenance of these immobles, in which the cleaning of them must be included. The City Council does not have sufficient personal and material resources to execute the object directly with the Corporation's own means.

The objective pursued with the contract is to achieve a comprehensive cleaning of all the dependencies, to guarantee the ideal conditions of comfort and performance, and to preserve the dignified appearance of all the municipal dependencies.
