The subject of the contract are services in the field of forest management in accordance with the definition in Article 6(1)(1) of the Act of 28 September 1991 on forests (consolidated text: Journal of Laws of 2022, item 672–"Act on Forests") including works in the field of harvesting and harvesting wood, forest protection and repairs and execution of new skidding trails, to be performed in the Komańcza Forest District in 2022 - Dołżyca Forestry.

The procedure shall be conducted under unrestricted invitation to tender pursuant to Article 129 (1) (1) in the case of Article 129 (2) and Articles 132-139 of the Act of 11 September 2019 Public Procurement Law (text one: Journal of Laws of 2021, item 1129, as amended- “PZP”) and implementing acts to the PZP, in accordance with the rules provided for classical procurement with a value equal to or exceeding Union thresholds.

The proceedings shall be carried out in accordance with the rules laid down for the so-called 'reverse procedure' referred to in Article 139 (1), 3-4 of the PZP.

The material scope of the subject of the contract includes the total quantities of works in the field of harvesting and harvesting wood, forest protection and repairs and execution of new skidding trails resulting from Annex No. 3 to the SWZ, which consists of Appendix No. 3.1. – size of works by groups of activities, activities and locations, Annex No. 3.2. – assortment system of timber harvesting, Annex No. 3.3. – list of distances and conditions of wood harvesting, Appendix No. 3.4. – a list of items not made available for machine harvesting, Appendix No. 3.5. – information on the use of possible wood harvesting technologies. The material ranges listed in Annexes 3.1.-3.3. and 3.5. are estimates.

Qualitative standards relating to all relevant features of the subject of the contract are determined by Decision No 19 of the Director General of State Forests of 17 March 2021 on the introduction of the “Description of the standard of forest work performance technology” in the organisational units of the Forests State and Decision No 142 of the Director of the Regional Directorate of State Forests in Krosno of 7 October 2021 on the introduction of the “Description of the standard of technology for the implementation of forest works” in the forestry grouped in the Regional Directorate of State Forests in Krosno. The detailed description of the standard of technology for the performance of individual forestry works (activities) included in the subject of the contract formed the basis for the determination of the quality requirements relating to the elements consisting of the subject of the contract contained in Annex 4 to SWZ (Description of the standard of forest work implementation technology).

Descriptions of the action codes describing the individual forestry works (activities) included in the subject of the contract are described in Annex 4 to SWZ.

A description of the rules for the receipt of forestry works is set out in Annex 4 to the SWZ.
