Scope of procurement
The procurement for continuously planned and unplanned electrical maintenance and installations for combined heat and power and heat production facilities for the Helsingborg and Ängelholm area.
The need for these services exists throughout the year, but a greater need exists during the annual audit, which takes place week 18 to week 37 at Öresundskraft's facilities Filbornaverket, Västhamnsverket with external facilities and Åkerslundsverket (Ängelholm) and is currently covered by three (3) units. The supplier shall, after call-off, provide staff with the competence to be able to independently carry out electrical work.
The following electrical work must be carried out by the tenderer with VERY GOOD knowledge of:
Electrical installation (centrals, cabling, cable ladders, lighting work, PUS grounding, etc.)
New installation and troubleshooting of electrical and instrumentation equipment (sensors, transmitters, electrical actuators, control cabinets, etc.)
Electric motors
Switchcraft equipment
Frekvensomformare
Fiber/network installation and troubleshooting
Read and highlight changes to circuit diagrams
Search for third-party electrical drawings/manuals
The following electrical work the bidder must have knowledge of OR have close contact with the company that has knowledge:
Apparatskåpsbygge
BUS communication
Camera system
Passagesystem
Brandskyddssystem
Ventilationssystem
UPS-system
Elkonstruktion
The above mentioned electrical work is only an example, so there may be / addition to other areas of work.
The procurement also includes the possibility of purchasing materials / consumables for the above work.
Regarding original parts and their replacement, the Customer may use another supplier when this is deemed appropriate from a warranty or operational safety perspective. Öresundskraft reserves the possibility of competitive tendering / purchase of materials and services for the above work.
A prerequisite for submitting a tender will be that the bidder has a contact person/electrician for each facility.
Last year, the volume was one (1) million SEK for Filborna, one (1) million SEK for Västhamnsverket in Helsingborg and one and a half (1.5) million SEK for Åkerslundsverket in Ängelholm and 150 thousand SEK for the head office and associated buildings. The bidder may consider this as a guide to the scope.
Öresundskraft does not provide a guarantee for the same scope during the contract period, but the scope may change during this period.
The agreement is conditional on a level 2 protective security agreement. Öresundskraft will, before signing the business agreement, carry out security clearance and placement in security class of personnel at the adopted supplier in accordance with Chapter 3 of the Swedish Security Protection Act (2018:585). The trial is carried out by Öresundskraft or our representative. Personnel who are not deemed suitable according to the security clearance may not work at Öresundskraft's facilities. It is the responsibility of the Supplier to ensure that enough employees are safety tested for the assignment at Öresundskraft to be able to continue continuously without interruption.
The maximum volume for the framework agreement is a total of forty-four (44) million SEK, which is divided into twelve (12) million SEK for Filborna, twelve (12) million SEK for Västhamnsverket, eighteen (18) million SEK for Åkerslundsverket and two (2) million for the head office. When purchases on this agreement have amounted to the maximum volume, Öresundskraft has the right to terminate the agreement until immediate termination, or until the time specified by Öresundskraft, see also the terms of the agreement. The maximum volume should not be confused with the estimated scope of the procurement.
The contract period is planned for two (2) years with the possibility for Öresundskraft to extend the agreement for up to six (6) years, on one or more occasions. The planned start of the agreement is 23-10-01.
