We are looking for a contractor (general planner) who provides planning services of the following service profiles:
- Engineering structures, §§ 41 ff. HOAI,
- Traffic facilities, §§ 45 ff. HOAI,
- Technical equipment, §§ 53 ff. HOAI,
- as well as other (special) services according to the service description.
The planning includes the conversion / expansion of a four-armed, inner-city junction with extensive changes to the course of the road.
(Detailed description, see description of the project)
1. Individual transport
The extension of Rodenseelstraße and the connection of the two junctions Rodenseelstraße and Sachsenring with Bochumer Landstraße to a single four-armed junction leads to extensive changes in the course of the road, especially in Rodenseelstraße. Coming from the north, this will no longer bend to the west at the junction with the Im Haferfeld road, but will run in a straight line to the Bochumer Landstrasse. The confluence with Bochumer Landstrasse will in future be about 70 m further east.
The alignment of the Sachsenring road will also be adapted. The confluence with Bochumer Landstrasse will in future be approx. 30 m further to the west, so that the road will lead directly to the new end of Rodenseelstrasse. The cross-sectional division will be adapted to future needs. This creates a signaled access to the newly planned shopping center with corresponding turning lanes and cycle lanes on both sides.
2. Local public transport
The Zweachegge bus stop located in the planning area is to be relocated closer to the shopping center in both directions and made barrier-free. Since the relocation of the stops to the east increases the distance between the stops and the next stop, Märkische Straße, which is already large, it is planned to set up another stop for both directions on Bochumer Landstraße. These would be arranged as a bus cap in front of houses 309/311 and 320/322 at the Dammstrasse junction and made barrier-free.
In addition to the renovation work at the intersection in the area of Dammstrasse, there will be no 3 parking spaces per direction of travel for the newly created stops.
3. Bicycle traffic
In order to further strengthen bicycle traffic in Essen and to further expand the supplementary network of the city of Essen, cycle lanes with a width of 2.10 m are planned on Bochumer Landstrasse, Rodenseelstrasse and Sachsenring. There is an additional 0.50 m safety distance to the parking lanes next to the cycle lanes.
4. Side rooms (sidewalks, parking spaces, green spaces)
The sidewalks of Rodenseelstraße and the northern sidewalk of Bochumer Landstraße are planned to be 2.50 m wide. The southern sidewalk of Bochumer Landstrasse and the sidewalks of Sachsenring will be expanded to a width of 3.00 m.
New parking spaces will be created in Rodenseelstrasse. On the western side, seven new parking spaces will be created by means of a parallel parking lane and on the eastern side nine additional angled parking spaces.
There are nine parking spaces on Bochumer Landstrasse, which are now in the area of the newly planned intersection. Another 14 parking spaces will be adjusted in terms of location, but will be retained.
In addition to the new parking spaces, new areas or beds for trees and other plantings will also be created. As a result of the extensive renovation work, it is necessary to clear all the trees in the street space and the areas with a forest-like character.
In the planning area, 30 new locations for trees are planned and entered in the site plan that is attached to the tender documents.
5. Signal systems
The newly developed junction requires a new construction of the traffic light system. The signal programs will also be adapted to the new geometry and traffic load.
In addition to the signaling system at the intersection, a new signaling system will be set up as a partial node in the Sachsenring. This regulates the secure entry and exit of the shopping center.
Due to the size of the new junction, the expected volume of traffic and the need to adapt the signaling to downstream systems, there will probably not be a fixed cycle time. The junction is controlled completely dependent on traffic. It is planned to accelerate local public transport and also to adjust the control of the adjacent facilities in the direction of Steele to take account of the new or subsequent salary points.
6. Supply and disposal measures
In the course of the measure, the reallocation of existing sewers and supply lines by Stadtwerke Essen and other supply companies are necessary. In addition, the construction of a total of approx. 190 m of rainwater sewer for the street drainage is necessary (planning services engineering structures). The entire route is divided into 2 sections, around 160 m are allotted to the area of the newly planned Rodenseelstraße and the other 30 m are necessary in the northern area of the Sachsenring.
7. Land improvement
Considerable mining impacts are to be expected in the construction area. In addition, contaminated soil is to be expected, which may have to be disposed of.
8. Other
Coordination and coordination with all those involved in the project in the course of planning are included in the scope of services. These include, for example, affected pension providers as well as other specialist departments in the city of Essen.
The scope of services also includes the coordination, implementation and logging of all coordination and work meetings.
Before completion of service phase 3, the plans must be made available to the city of Essen. A safety audit is to be carried out on the basis of these plans in order to take greater account of road safety in road planning. The city of Essen assigns the security audit to an external auditor.
All building boundaries are to be connected to the existing road network. Functional solutions need to be developed especially for the streets Hellweg and the old Rodenseelstraße.
It is planned to complete the measure by the end of 2024. The general schedule of the city of Essen is attached to the annexes.
