Description:
Federal funding for efficient buildings

The client is looking for an external service provider to support him in processing the federal funding for efficient buildings at the application stage.

The Federal Funding for Efficient Buildings (BEG) combines previous funding programmes for the promotion of energy efficiency and renewable energies in the building sector and supports, among other things, the use of new heating systems, the optimisation of existing heating systems, measures on the building envelope and the use of optimised system technology.

The BEG consists of three sub-programmes:

Federal funding for efficient residential buildings (BEG WG)

Federal funding for efficient buildings for non-residential buildings (BEG NWG)

Federal funding for efficient buildings Individual measures (BEG EM)

The implementation of the BEG EM in the subsidy variant is administered by the BAFA as the granting authority on behalf of the Federal Ministry for Economic Affairs and Climate Protection (BMWK). The two sub-programmes BEG WG and BEG NWG are implemented by the Kreditanstalt für Wiederaufbau (KfW). The following service description therefore refers only to the sub-program BEG EM.

The legal basis for this sub-programme is the BMWK guideline for federal funding for efficient buildings; Individual measures (BEG EM) of 16 September 2021, which was published on 18 October 2021 in BAnz AT 18.10.2021 B2 and amended with the amendment announcement to the funding guidelines for federal funding for efficient buildings (BEG) of 21 July 2022 (valid from 28 July 2022). The aim of the BEG EM sub-programme is to initiate investments in individual measures to increase energy efficiency and the share of renewable energies in final energy consumption for heating and cooling in buildings in Germany and to reduce CO2 emissions from the building sector in Germany. Applications to the Federal Office of Economics and Export Control (BAFA) in the BEG EM sub-programme have been possible in the grant variant since 1 January 2021. The guideline for the implementation of the federal programme is a nationwide funding programme.

The BEG EM is a two-stage funding procedure (application and proof of use).

Level 1 (application) begins with the application and ends with the receipt of the grant decision. With the grant decision, the funding is reserved for the applicant bindingly for the approval period of 24 months. This period may be extended upon request.

After completion of the measure, the second stage (proof of use) of the procedure follows. The applicant submits the corresponding proof of use online in the BAFA portal with all invoices and proofs. After a positive test result by the BAFA, the funding amount is determined and paid.

Applications and applications are processed exclusively electronically.

In order to ensure timely processing of applications, an external service provider is to support BAFA. The central task of the service provider should be the processing of the first stage of application quotas.

Furthermore, the service provider is responsible for the cooperation, monitoring and reporting obligations to the BMWK and the BAFA for the proper handling of the program. The individual tasks are described in detail below.

The minimum quota, which is made available to the service provider by the BAFA, amounts to 20,000 applications per month with a term of one year.

The maximum total order volume for these 12 months is 500,000 applications. However, this maximum quota is not guaranteed.

In order to ensure a consistent quality of work, the service provider should be able to process at least 10,000 transactions per week.

For the proper fulfilment of all contractually assumed tasks, it is envisaged that a flat-rate rate of expenses plus VAT will be reimbursed per processed application. This lump-sum remuneration covers all claims for expenses for all activities listed in the service description under Section II, in particular employees, hardware and training expenses. Likewise, ancillary costs and travel expenses will not be reimbursed separately.

A loan of the service provider is not provided. The service provider acts as a dependent administrative assistant.

The payment of the service provider is made per correctly processed process.
