The subject of the contract to be awarded is the technical operation, hosting, continuous technical maintenance and continuous further development as well as the conceptual, graphic and editorial support of the two multisite environments of the NRW Police (polizei.nrw.de including all subordinate websites of all district police authorities and other associated campaign pages).
The client is the State Office for Central Police Services North Rhine-Westphalia. In North Rhine-Westphalia, the police carry out their tasks in 47 district police authorities and three higher state authorities (LOB) with around 50,000 employees.

The website of the POLICE NRW (polizei.nrw.de) is technically, conceptually and content-wise a grown and now extensive portal, which provides the subordinate Websites
of all district police authorities as well as various other online services (e.g. search portal, service forms, etc.). This portal with all its integrated online services has been continuously developing successfully since the beginning of its implementation (2016), is constantly being modernized and is able to meet short-term as well as medium- and long-term requirements.

For example, it is able to withstand the enormously increased annual access numbers of citizens during the pandemic and offers them a stable and secure system.

The operation of the application should take place in the data center of the Contractor with special consideration of the security requirements of the Client.

Special requirements apply to accessibility, data protection and IT security. The award procedure is expected to end in March 2023. The service provision is to take place from 01.04.2023 initially until 31.03.2025. There is the possibility of an optional contract extension by the client by one year until 31.03.2027 at the latest.

The total maximum value of the order, which is designed as a framework contract with individual call-offs, amounts to EUR 10,500,00.00 (net). This determination of a maximum value takes place against the background of the case law of the ECJ of 17.06.2021, Case C-23/20, according to which contracting authorities are obliged to indicate the maximum value of the services to be provided in accordance with a framework agreement. In this sense, the maximum value stated here is to be understood as a deviation from the estimated value in order to secure the customer in terms of quantity even in the event of currently unforeseeable performance peaks, without a purchase obligation resulting from the maximum values stated here. The estimation of the value of the contract is also based on the upper range of pricing that is marketable according to the experience of the client - pursuing precisely this hedging objective, even to cover the unforeseeably large needs of the client with regard to the services awarded within the term of the contract.
