Description:
Transport of children and pupils to schools and educational institutions in the school years 2023/2024 and 2024/2025

The subject of the contract is the transport of children and pupils to schools and educational institutions in the school years 2023/2024 and 2024/2025.

General requirements.

1. Buses manufactured not earlier than in 2014.

2. Buses must meet the technical and operational parameters specified in the applicable regulations specified in the Regulation of the Minister of Infrastructure and Development on the technical conditions of vehicles and the scope of their necessary equipment – announcement of the Minister of Infrastructure and Development of 30 January 2015 on the publication of a uniform text.

3. Buses are to be constructed in such a way that it is possible to operate it without failure in the long term at ambient air temperatures in shaded places from -30ºC to +40ºC.

Amount of operational work:

1. The average monthly volume of operational work during the term of the contract will be approximately 43,000 vehicle-kilometres.

2. In total, during the term of the contract, the Contracting Authority assumes the implementation of a maximum of 1 032 000 vehicle-kilometres.

Bus requirements.

I. Passenger compartment.

1. Seats shall be fitted with safety belts.

2. Equipping buses with wheelchair spaces and wheelchair platform as described in Part IV

3. Buses must be equipped with an air-conditioned passenger compartment.

II. Engine, gearbox.

Buses powered by an engine powered by diesel fuel meeting the level of exhaust emissions of min EURO V or natural gas (CNG or LNG) or zero-emission (in accordance with the Act of 11 January 2018 on electromobility and alternative fuels; Journal of Laws of 2018, item 317).

III. Basic performance parameters.

Buses must be approved for traffic in accordance with Polish law and meet the following conditions:

Total minimum number of seats. Depending on the vehicle configuration:

(a) 2 vehicles with a minimum capacity of 23 seats,

b) 4 vehicles with a capacity of at least 20 seats,

c) 2 vehicles with a capacity of at least 16 seats,

d) 1 vehicle with a capacity of at least 8 seats with the possibility of combining, e.g. 6 + 2 wheelchairs,

e) 3 vehicles with a capacity of at least 6 seats with the possibility of combining, e.g. 3 + 4 wheelchairs,

(f) 1 vehicle with a minimum capacity of 16 seats.

In justified cases, the Ordering Party may agree to change the configuration of vehicles while maintaining the total minimum number of seats.

IV. Corporate Identity.

System of markings (pictograms and stickers) - requires agreement with the Ordering Party after signing the contract.

V. Pursuant to Article 29(3a) of the PPL, the Contracting Authority shall specify below the activities related to the performance of the contract by persons employed by the Contractor or subcontractor under an employment contract:

- bus management as part of passenger transport in public transport to school and educational institutions,

- childcare by qualified persons other than the bus driver during the course and when boarding and disembarking from the bus at stops and other designated places.

VI. The line will be operated according to the demand reported by the following educational institutions:

a) School and Preschool Complex No. 1 at Gliwicka Street in Rybnik

b) School and Rehabilitation Complex School of Life at Orzepowicka Street in Rybnik

c) Special School and Educational Centre for the Deaf and Hard of Hearing at Karola Miarki Street in Racibórz

d) Special School and Educational Centre at Piasta Street in Rybnik

e) Rehabilitation- Educational and Educational Center at Fr. Władysław in Żory

f) School and Kindergarten Complex 15 at Gzelska Street in Rybnik

g) School Complex No. 6 at Małachowskiego Street in Rybnik

h) Primary School No. 23 at 5 Szkolna Street in Jastrzębie Zdrój

(i) Other facilities as required

The Contracting Authority, as far as current needs, will make changes in the timetable by notifying the Contractor about them from min. two days in advance or in advance to obtain the relevant authorisations and the consequent changes in the manning of rolling stock and the number of vehicle-kilometres.
