Description:
COLLECTION AND TRANSPORT SERVICE OF PAPER, CARDBOARD, PLASTIC PACKAGING AND METALS. TENDER RESERVED PURSUANT TO ART. 112 OF D.LGS. 50/2016

Service of collection and transport of municipal waste of paper and cardboard CER 20.01.01 and 15.01.01 produced by domestic and non-domestic users and plastic and metal packaging CER 15.01.06 produced by non-domestic users, to be carried out on the territory of the 51 Municipalities members of the Company Canavesana Servizi S.p.A.

This tender procedure is reserved pursuant to art. 112 of the Code.

In particular, the right to participate is reserved for economic operators and social cooperatives and their consortia whose main purpose is the social and professional integration of persons with disabilities or disadvantaged.

The following activities are the subject of this contract:

1. the door-to-door collection of the materials covered by the contract in the Municipalities served by S.C.S;

2. door-to-door collection at domestic and non-domestic users, and transport to the place of delivery, i.e. the platform for sorting and sorting cellulosic material, of differentiated waste consisting of paper and cardboard;

a. with regard to the sorting and selection platform (the subject of another contract) the same may be located no later than 30 km from the center of gravity of the territory, object of the service, identified in the registered office of the contracting station (via Novara 31a – Ivrea).

3. door-to-door collection for non-domestic users of plastic and metal packaging, and transport to the temporary storage site, first at the contractor's headquarters and then at the contracting station (registered office in via Novara 31a – Ivrea);

4. the constant survey of the consistency of the collection equipment as better specified below, also intended to verify the status of the same with timely communication, also through the use of any computer system made available by S.C.S., to the contracting station in case of breakages / malfunctions that preclude its operation;

5. the updating of a database for recording inefficiencies with the return of the related indicators, as better specified below. The database, responded to Arera resolution 15/22, is made available by S.C.S. and the contractor must provide for the relative feeding and management of the same;

6. the management of its own database for the organization of the service pursuant to Arera Resolution 15/22;

7. the constant transmission to the contracting authority of the quantities of each individual collection circuit, divided by single Municipality;

8. the timely reporting to the contracting authority, also through the use of any computer system made available by S.C.S., of non-compliance of collection regarding the waste collected. In the case of non-conformities that preclude the emptying of the container, the same must not be carried out and the same can be carried out only after resolution of the problem by the user. To solve the problem occurred, the emptying must also be carried out on a day other than the scheduled one; the contractor is therefore required to promptly report the incorrect contributions of users by inserting in the communication via e-mail / computer system to the contact person identified by the Company: name / company name of the user, address where the container is placed, date of the passage in which the incorrect conferment was detected, type of incorrect waste found that generated the report, and, where possible, photographic documentation certifying incorrect contributions;

9. active participation in information campaigns promoted by the contracting authority for the waste collected in this contract; the contractor must also be available to distribute to the users served information material relating to paper and cardboard and plastic and metal packaging provided by S.C.S. aimed at improving the training of users on the correct delivery or report incorrect and repeated errors in the delivery of managed waste;

10. the timely communication of the contractor to the contracting authority in response to requests for explanations or clarifications relating to the provision of the service covered by this contract.
