Description:

See II.2.4

This assignment is a framework agreement for the purchase of Custom Procedure Trays (CPTs), Surgical Cover Material and Surgical Gowns.

COURSE OF THE FILE:

- The procedure for this contract is a competition procedure with negotiation. This public contract will thus be awarded on the basis of a two-stage procedure.

1st PHASE CANDIDATE POSITION:

Upon publication of this assignment, the application phase starts, during which the companies are given the opportunity to apply for this assignment. This request to participate contains all the selection requirements. See section I.5. Upon submission of the application, the company will demonstrate, with sufficient explanation, documentation and evidence, that it meets these requirements to be selected for this assignment.

The complete specifications that are included in the nomination phase are therefore purely informative, with the exception of paragraph I.5, which contains the selection provisions that apply to the submission of the nomination. The tenderer must therefore not submit a tender when submitting the application. The final specifications, which may still contain some changes, will only be sent with the invitation to tender.

In the nomination phase it is not yet clear whether all 4 listed Fenix hospitals will participate in this government contract. However, the file will in any case be closed for at least 3 of the 4 hospitals. Upon invitation to submit the tender in phase 2, the selected candidates will be clearly informed of which hospitals participate in the file, so that they can take this into account when submitting the tender.

Questions about the application can be submitted in writing, up to 10 working days before the application is submitted to: Irouchka.Moyersoen@hhleuven.be and Ann.Everaerts@hhleuven.be.

Questions about the other sections of the specifications can already be put in writing to the same persons, please make clear that this is about the specifications. These questions will be answered if you receive an invitation to submit an offer. (If the answer is relevant for submitting the application, please state this very clearly in your question.) For more information, see section I.15 Communication and additional information.

2nd PHASE SUBMISSION OF QUOTATION:

After the selection by the contracting authority, and if selected, the prospective tenderers will therefore receive the complete specifications with the invitation to submit a tender. The site visit will take place during the quotation phase. After submitting the tender, tenderers are invited to produce non-sterile sets, and then to organize an in-vivo test in each of the participating hospitals.

PURPOSE OF THE FILE:

The hospitals are looking for a Reliable Partner who will deliver Qualitative CPTs at the Right Price.

Partner: can give advice from experience, ensures that the hospital uses the right material and uses CPTs efficiently. Supervises implementation and changes to CPTs. Helps to set up the logistics flow and can possibly support it.

Reliable: delivers on time and correctly, keeps sufficient stocks.

Qualitative: the right quality is supplied, so that efficient, hygienic working is possible

Right price: The hospitals want to pay for that partner that is reliable and delivers the right quality and where the bar is set high enough.

The chosen Company becomes the preferred supplier for the assembly of the Custom Procedure Trays that are used by the hospitals during the contract period.
