Nissedal Municipality would like to enter into a framework agreement for technical consultancy services and technical personnel. Delivery can be within the following disciplines:
- Engineering design services for buildings and facilities
- Construction management/site execution
- Preparation of municipal plans

Nissedal Municipality does not have the capacity to carry out all projects itself, and will therefore enter into a framework agreement with an external company for assistance in this work.
The work includes, amongst other things, the following engineering design services:
- Expansion of the pipeline network for water and sewage
- Capacity increasing measures in existing facilities
- Preparation of tender documentation in several disciplines
- Advice for preparing main plans, clearance plans for water and sewage including surface water
- Advice for buildings (architect, building constructions, fire, ventilation, energy calculations, ENØK, etc.)
- Assessment of ground conditions (engineering geology and geotechnical engineers)
- Surrounding environment - polluted ground, water environment, sample taking, noise, air, local environment, recreational activities, cultural memorials, etc.
- Municipal plans (such as municipal sector plans, development plans, analyses/partial review, etc.)
- Condition assessments
- Follow-up of contracts together with the municipality's professional team.
Tenders for both consultancy and engineering design services are to be submitted through the framework agreement. Under the contract the contracting authority will only directly negotiate services as required. The contract can include the following services:
Project management
Construction management
Engineering design services
Project management (PL) can include:
Project and contract organisation.
Search function in accordance with the Planning and Building Act.
Assignments in accordance with the Builder Regulations.
Procurements and contracting.
General project management as regards quality, SHA, progress, and finances.
Reporting to the builder.
Chairing builder meetings.
Construction management (BL) can include:
Delegate assignments from the project manager as regards the Builder Regulations.
Chairing builder meetings.
Engineering design services (PR) can include:
Detailed engineering design services and formulation of the contract documents.
Contracting executing contractors.
Follow-up in the construction period, including assistance with quality and financial control.
The following fields are to be covered:
Water and sewage transport - pipeline installations, pump station, and elevated basins (RIVA)
Water and sewage process - water treatment and sewage treatment.
Construction Engineering (RIB)
HVAC engineering (RIV)
Electrical engineering and automation (RIE)
Architect services, fire, feasibility studies, etc.
Assistance with planning work, such as municipal sector plans, development plans, clearance plans, etc.
The contracting authority is free to define the limits of its own service production, procured consultancy services through this contract, as well as services provided by contractors in turnkey contracts.
Hourly rates and travel costs for different personnel and professional categories must be given in the tender form in annex 1.
The framework agreement will be valid for 2 years, with an option to extend it for one year at a time until 01.07.2026.
