BIM Berliner Immobilienmanagement GmbH manages a wide range of assets on behalf of the State of Berlin. The client strives to award a framework contract for planning services for fire protection.
BIM GmbH manages the municipal properties of the State of Berlin as well as other properties of the public clients mentioned in Section I.1). In the course of this administration, there is a regular need for procurement with regard to a wide range of fire protection services. In order to cover the demand arising on the specified contract period, BIM will conclude a framework agreement with suitably suitable companies. BIM GmbH will determine the framework contract partners on the basis of their suitability. If there are more suitable bidders than the maximum number of planned framework contract partners, they will be evaluated according to the "Fire Protection Evaluation Matrix" (see application documents) and included according to the ranking of the number of points achieved until the maximum number of planned framework contract partners is reached. In the event of a tie, the decision will be made by drawing lots. The individual retrieval is carried out on the basis of the criteria of § 21 VgV. Individual retrieval is only made up to and including the current net threshold value at the time of the retrieval. The individual retrieval of standard services and optional services as well as other services within the meaning of AHO No. 17 "Services for Fire Protection under Building Code" is carried out according to hourly rates or according to the specifications for the calculation of fees in accordance with AHO No. 17. Further details are regulated in the framework agreement, which is part of the tender documents. The fee to which the framework contract partners are entitled for the performance of their services is based on the agreed hourly rates or on the specifications for the calculation of fees in accordance with AHO issue 17. BIM GmbH sets the hourly rates in a binding manner. Competition is therefore exclusively based on non-price criteria. If the individual call-off requires activities whose parameters are not regulated in the framework agreement, BIM GmbH will either specify these parameters on a mandatory basis or determine them as part of the new award procedure to be carried out.
