a) The subject of the tender is a framework agreement on the purchase of device-related licenses for the MDM system Jamf School (Lifetime) for educational institutions in the area of responsibility of the client.
The subject of the EVB-IT-Cloud Framework Agreement is the purchase of device-related licenses for the MDM system Jamf School (Lifetime) for educational institutions and their provision "as a Service" (SaaS) or "Platform as a Service" (PaaS). In detail, the type and scope of the services to be awarded result from the EVB-IT-Cloud Framework Agreement as well as its annex "Answers to bidder questions and clarifications of ivl" as well as the service description with price indication.
b) The framework agreement is an expected project funding according to the directive on the granting of grants for the promotion of the digitization of schools in North Rhine-Westphalia (RL DigitalPakt NRW) for measures at schools and in regions (RdErl. d. Ministry of School and Education of 11.09.2019, OJ.NRW. 09/19), the directive on the promotion of end devices for schools in North Rhine-Westphalia within the framework of the digital equipment offensive for schools in NRW (RdErl. d. Ministry of Schools and Education of 15.10.2021, OJ No. NRW. Special issue 10/21), the Directive on the Promotion of Terminal Equipment for Schools in North Rhine-Westphalia within the framework of the "REACT-EU" (RdErl. d. Ministry of School and Education of 15.10.2021, OJ.NRW. Special Edition 10/21) as well as the Directive on the Promotion of Digital Immediate Equipment in Courses for the Subsequent Acquisition of Secondary School Qualifications according to § 6 of the Continuing Education Act and preparatory measures at adult education centres and according to the Continuing Education Act recognized continuing education institutions in other sponsorship -RL ZBW-REACT-EU-ERDF (RdErl. d. Ministry of Culture and Science of the State of North Rhine-Westphalia of 8.6.2021, MBl.NRW. p. 442). The aim of the funding programmes is to improve the digital equipment at the schools and to enable the eligible schools to fully equip all pupils with digital devices, provided that the prerequisites for this are met and to support the recognised further education institutions with the digital equipment.
c) The framework agreement must be manufacturer-specific, because the city of Leverkusen has been using the manufacturer's equipment in Leverkusen schools for many years. All tablets in the educational networks of the Leverkusen schools are devices of the manufacturer Apple and are integrated into the existing system or it is intended to integrate them there. The entire support as well as the entire accompanying equipment are tailored to the use of apple tablets. For further justification of the deviation from the requirement of product neutrality, reference is made to the supplement "Product-specific tender".
