Oslo Municipality, c/o the Agency for Education, hereafter called the contracting authority, invites tenderers to a contest with negotiations in two stages for the procurement of a school administration service for primary and secondary schools, activity schools, and adult education at primary and secondary school level in Oslo schools.
The contracting authority needs a user friendly school administration service that facilitates good and simple work processes, and gives secure and efficient administration of the schools in Oslo. We would like to establish a flexible and future orientated service based on a modern technological platform that facilitates further digitalisation and sharing of data.
The contract duration will follow the contract's provisions, with an initial duration of 3 (three) years calculated from the delivery day. The contract will then be automatically renewed for 1 (one) year at a time (3+1+1+1+1+1+1+1), to a total contract duration of 10 years.

The Agency for Education (UDE) comes under the City Council Department for Growth and Knowledge, and is responsible for the operation, development follow-up, and guidance of education activities. UDE's area of responsibility includes primary and secondary schools, sixth form education, adult education, special education, and vocational training.
UDE is Norway's largest municipal department with 183 schools/teaching places, approx. 91,600 pupils and approx. 17,350 employees. There are approx. 65,450 pupils in primary and secondary schools, 18,500 in sixth form education, 1000 students at Vocational Colleges, and 6650 students in adult education. There are 146 primary and secondary schools, 27 sixth form colleges, 3 combined primary, secondary, and sixth form schools, 1 vocational college, and 6 adult education centres. The school size varies from small schools with less than 50 pupils to large schools with more than 2000 pupils.
The aim of the procurement is to enter into a contract for a school administration service for primary and secondary schools, activity schools, and adult education at primary and secondary level for the Agency for Education in Oslo Municipality.
