The subject of the tender is a framework contract, divided into three lots in the field of software development. The lots will be divided into the following areas of development:

Lot 1: Software development in the field of mobile applications (iOS, Android)

Lot 2: Software development in the area of web applications and web APIs, as well as desktop applications

Lot 3: SW development in the area of test suites based on JUnit, Cucumber, Selenium

With the expanding focus area of gematik as the National Agency for Digital Medicine and the gradual introduction of TI2.0, it is foreseeable that the need for external software development services to test new concepts or to support stakeholders in the healthcare sector will increase in the coming years. In order to be able to cover this procurement requirement, gematik intends to conclude a framework agreement with several framework contract partners. The framework agreement is intended to address the needs that arise in each case at short notice to the selected framework contract partners and to enable gematik to access support from selected partners with software development expertise through short-term retrieval of agile development projects.

The conclusion of the framework agreement is intended to ensure that the selected framework contract partners or contractors (contractors) accompany gematik over a longer period of time and are available to it as trustworthy partners for various topics in the context of software development. Through the long-term cooperation, gematik hopes for synergies and shorter project durations, as the contractors will be familiar with the corresponding corporate structures, working methods, special features and contact persons after some time, and thus training periods can be greatly shortened in the medium term.
