KVR-Pieca, Extension of Pirkkala Leisure Centre

Pirkkala Municipality has decided to implement the extension project of the Pirkkala Leisure Centre as a KVR project. The project is commissioned by Pirkkala Municipality.

The leisure centre is located in the centre of Pirkkala at Uportitie 10, 33960 Pirkkala. Its current section was built in 1999 and is timber upholstered.

The existing facilities of the leisure centre have become cramped and a new school campus is being built in the immediate vicinity of the leisure centre, with physical education facilities located within the leisure centre. In addition, the facilities are used for activities organised by clubs and the municipality.

The project involves the construction of an exercise hall with auxiliary facilities as an extension of the current section at least a full floorball field. The free interior height of the hall should be at least 9 meters. The hall should be divisible into three blocks by sound-insulating manifolds. In connection with the hall, the building must have a 300-seat grandstand with control rooms and a multi-purpose small exercise room to complement the schools' space needs. There should be an elevator between possible floors.

The objective of the subscriber is to have access to functionally and qualitatively high level sports facilities, whose multipurpose and transformational flexible facilities serve future users: physical education teachers and instructors, pupils, clubs and other evening and weekend users.

When designing and implementing the building, the following objectives should be taken into account:

- functionality, healthiness, safety and accessibility of the premises

- premises synergies and conversion flexibility

- evening use of premises and high occupancy

- increasing the attractiveness of the area

- sustainable development: low energy consumption and low carbon

- Fit the building to the cityscape

The acquisition involves the implementation of the extension part of the Pirkkala Leisure Centre as a KVR contract in accordance with the invitation to tender and accompanying documents. The competitive negotiated procedure is used as the procurement procedure.

On the basis of the applications for participation in June 2022, bidder candidates will be selected for the negotiation phase and they will be required to work on preliminary master plans for their own bid set during the negotiation phase, taking into account the subscriber's objectives.

The KVR contract will be signed tentatively in October/November 2022. The construction permit must be tentatively filed no later than January and February 2023.

The KVR contract is a total price contract. The contract has a ceiling price of seven millionfive hundred thousand (7,500 000) euros, VAT 0%.

During the negotiation phase, there will be a dialogue with bidders on possible solutions in relation to price/availability risks (possible index or product price etc. tie-up), the final invitation to tender will be the solution by which the contract offers will be issued.

The subscriber reserves the opportunity to agree and modify the contract (e.g., index-linking) and terms with the selected contractor, citing the status quo world situation.

The application for participation and the offer shall be made in Finnish in accordance with the invitation to tender and the instructions set out in its annexes. The tenders must comply with the request for tender content and all items of the forms must be completed. Contractors who submitted a tender after the negotiation phase will be paid a premium of €10,000 (VAT 0%), no commission will be paid to the successful tenderer, i.e. the selected contractor.
