The contract will focus on assessment of the points of single contact established under the Directive 2006/123/EC on services in the internal market and, in particular, it will assess the performance of the points of single contact based on the benchmarking criteria that have been agreed with the Member States in a form of the PSC Charter (this part of the study should be carried out via a user testing of the websites that act as points of single contact). Additionally, the contract should also establish whether the PSCs are part of Member States' e-government policies.
