The City of Saint-Maurice plans to renovate and restructure the building that housed its last neighborhood cinema “Le Capitole”. The objective is to restore the reputation of this building by reviving it as a real local cultural facility. Specifically, the holder of the design-production contract will have to carry out the following services: - rehabilitation or demolition-reconstruction of the ground floor, and where appropriate the R+1, for the part allocated to the cinema. Also, the interior fittings specific to its future mode of operation are not part of the project; - creation of housing floors. These floors of housing are intended to be sold to the selected operator who will have to ensure their valorization.

the purpose of the design-production contract is: - the rehabilitation or demolition-reconstruction of the ground floor, and where appropriate the R+1, for the part allocated to the cinema with the creation of two or three cinemas. The interior fittings specific to its future mode of operation do not form part of this contract, like armchairs and screens. - the transfer of the floors of the building to the holder with a view to designing and building housing floors. In addition to creating a new supply of housing in Saint-Maurice, this operation allows the city to benefit from revenues linked to the sale of the “housing” part with a view to financing the works of the “cinema” part.To this end, a division in volume will be made between the “cinema” part and the “housing” part at the end of the procedure of handing over. In this context, a promise to sell will be concluded with the holder designated for the transfer of the part of the building allocated to dwellings.Specifically, the contract will impose the following requirements: - a building capable of accommodating a cinema with two or three cinemas (one of the rooms must be able to accommodate a minimum of 180 seats) as well as a reception hall and a convivial space (a minimum of 50 square meters) .- The necessary “acoustic” works will comply with the requirements of the National Center of Cinema and the Animated Image and the “housing” allocation of the floors. - the creation of floors in order to realize a housing program. - compliance with the rules of urban planning and safety, as well as architectural prescriptions: - Conservation/harmony of the facade under Article L. 151-19 of the Urban Planning Code.- Remain within the existing gauge even if a certain flexibility may be envisaged in terms of raising the rear of the building while respecting the town planning regulations and subject to good quality architectural and harmony/continuity with regard to the facade. - rules related to safety/fire and accessibility.
