The purpose of the consultation is to supply vacuum sampling tubes for biological analysis for the French Blood Establishment (EFS) and the Centre de transfusion sang des armies (CTSA). The consultation is allocated in two lots, each lot giving rise to a procurement. Economic operators may submit bids for one, several lots, or all lots. They must respond across all positions within a batch. The procurement resulting from the consultation is a framework agreement executed through the issuance of purchase orders. This framework agreement will be mono-attributable (one attribute per lot). The framework agreement will be concluded without minimum or maximum (Article R. 2162-4 3 o of the Public Order Code).
