Order for the delivery, installation and finishing of underground waste containers with maintenance and management software package and access badges for the Environment service of the municipality of De Panne

See II.2.4).

The municipality of De Panne is looking for a partner for the delivery, installation, finishing and follow-up of underground waste lanes and 'stand alone' underground residual waste containers.

The municipality intends to significantly expand the collection of household waste via the underground delivery systems.

It has turned out that the tourist-resident does not have sufficient opportunity to dispose of his waste when he leaves De Panne. These are usually times when no collection is foreseen. The municipality of De Panne wishes to start using underground containers according to the DIFTAR principle. The waste offered must therefore be weighed by the device (for the residual waste fraction). There is opted for:

- 7 waste lanes at strategic locations consisting of a container for residual waste / glass white / glass colored / PMD / paper and cardboard,

- 15 'stand alone' waste containers,

- 6 glass containers (3 white, 3 colored) and 4 extra underground containers on call.

A litter street:

- consists of 5 fractions: residual waste, PMD, paper / cardboard and 2 for glass (white glass and colored glass). Only the residual waste fraction is charged,

- will also have a small insertion opening for the PMD container (rosette approx. 16.2 cm diameter), so that the container can also serve as a selective litter bin,

- will also have a slot for the paper / cardboard container (rosette approx. 40 x 16.2 cm),

- will also have a standard insertion opening for the container of residual waste (for depositing a waste bag of 60 liters),

- will also have a standard opening for white glass container (rosette approx. 16.2 cm diameter with rubber protection),

- will also have a standard opening for container of colored glass (rosette approx. 16.2 cm diameter with rubber protection),

- is neatly planned in the area. The broken-up zone (area) is fully restored to its original state (according to standard specification 250 on indication of the senior official),

- is finished with a uniform color and the aim is uniform design,

- can be used by anyone,

- is the only way that second-hand persons or tourists can legitimately dispose of their waste if they leave home when no collection is planned,

- only the residual waste fraction is provided with a proximity reader for a value card.

Every registered user (a resident, second-person, [...]) will have a personalized card with which he / she can identify himself to the residual waste container. The underlying software must connect with the software of the waste intermunicipal body IVVO. We work with 2 types of access cards as follows:

- a fixed badge is given to residents and second-seekers to whom an underlying commission account is linked. The cards are delivered to every household and are not transferable,

- a disposable card in cardboard with which a certain weight of residual waste can be deposited, only for tourists.

The tenderer foresees within the price the delivery, installation and complete completion of the waste lanes, the residual waste containers and glass containers with 3-year maintenance and interventions included. He also provides for a maintenance contract for the following 7-year period.

He provides a license fee for the management software and provides 15,000 fixed badges and 20,000 disposable cards and the data connections between the waste lanes and residual containers on the one hand and the management software and software from the IVVO.

The locations for the waste lanes, 'stand alone' residual waste containers and glass containers are already known. Soil probes have already been carried out at the various locations, the tenderer should not provide this.
